According to the overall planning of the new county town of Beichuan Qiang Autonomous County, the construction of the new county town will be divided into three stages:

As the only county in China that has achieved overall reconstruction in different places after the devastating earthquake, Xinxian County strives to become a model for the development of small cities in China while realizing its symbolic historical significance. Through the further development and construction of tourism reception facilities, the comprehensive management ability of new counties and cities on regional tourism resources will be enhanced, the coverage of tourism reception and comprehensive services will be expanded, and the urban function of regional tourism reception centers will be realized. By 2020, the total population of Xinxian County will reach 70,000, with a total land area of 7 square kilometers.

Beichuan New County is a project with the widest mobilization scope, the largest investment, the highest planning level and the most difficult construction organization in the history of our country. More than 50 design units with the highest qualifications in China and 100 demonstration meetings attended by academicians, 1000 experts and scholars participated in the design, and 2 18 projects were started at the same time, which took more than one year to complete.

The county is 545-640 meters above sea level, with a flat dam in the middle and hilly areas around it. Anchanghe divides this area into two parts. Yongchang Town is located in the east and south of Lin 'an County, with Lexing Town in Anxian County in the west, Anchang Town in Beichuan in the north, Beichuan-Shandong Industrial Park in the southeast, 23 kilometers away from the old county town of Beichuan and 35 kilometers away from Mianyang, and the 108 National Road passes through it. Anchang River runs through the north and south.

The overall layout of the city is a corridor, a ring, a belt and an axis. One corridor is the ecological corridor of anchang river basin; The first ring is the ring of urban public service facilities formed along Xinbeichuan Avenue and Xinchuan Road; This area is the urban landscape belt of Yongchang River. The first axis is the urban spatial axis including important facilities such as Qiang characteristic commercial street, earthquake-resistant memorial garden and cultural center. The land scale of Hedong is 150.6 hectares, and that of Hexi is 65 hectares. The residential buildings, government seat, tourism service center and comprehensive passenger station of Xinbeichuan are all in the east of Anchang River. Cross Anchang River, cross Anbei Highway and reach the west bank of Anchang River, which is the west district of Xinbeichuan County. There will be Hexi Hospital, Beichuan Middle School, Beichuan Vocational Middle School and other schools. Beichuan Hotel, a landmark building in the old county town of Beichuan, is still the same as the old county town of Beichuan, and the Anchang River winds through the front of the hotel. If a central axis is drawn vertically for the east area of Beichuan New County, Qilu Avenue running through the north and south almost coincides with the central axis. In the future, the administrative service center of Beichuan and the comprehensive building entrusted by various bureaus will be concentrated at the northernmost end of Qilu Avenue. In the planning map, in addition to a community center on both sides of Qilu Avenue, there are some public welfare facilities in the west of Qilu Avenue that were not available in the old county before, such as a protection center for orphans and disabled children, a special education school, a rehabilitation center for the disabled, a social welfare home, and a nursing home.

Beichuan Folk Museum will be built in the east of Xinxian County, with a construction area of 42,000 square meters and an estimated investment of 654.38+300 million yuan. After the museum is completed, it will be open to the public free of charge. Lin Chuan, director of Beichuan Cultural Tourism Bureau, revealed that only 120 pieces of cultural relics were rescued from the original museum after the earthquake, and more than 320 pieces were collected from the people after the earthquake. At present, nearly 450 cultural relics can enter the new folk museum.

The total reconstruction fund of Beichuan New County is 654.38+05.37 billion yuan. Among them, 4.3 billion yuan came from Shandong's aid construction, 3.255 billion yuan from the central, provincial and local governments, 465.438 billion yuan from the society, 5 billion yuan from the society, markets and enterprises, and 2.405 billion yuan from local governments. All the 17 projects entrusted to Shandong have started, and a large number of self-built projects are in the early stage of construction preparation.
