What measures does the government have for the Three Gorges reservoir area?

With the impoundment of the Three Gorges Project1.75m, the Three Gorges Reservoir has been transferred to the follow-up management stage, and the environmental protection in the Three Gorges reservoir area has become the top priority of environmental protection in key river basins in China. In recent years, Chongqing has actively explored and improved the long-term mechanism for water environmental protection in the Three Gorges reservoir area. The environmental protection work in the Three Gorges reservoir area has achieved positive results, and the water quality in the reservoir area has stood the test of time since the impoundment.

First, vigorously promote the construction of environmental infrastructure. With the support of the state, the construction progress of Chongqing's domestic pollution control project has been accelerated. By the end of 2009, 94 domestic sewage treatment plants (including decentralized small town sewage treatment plants) and 48 garbage treatment plants had been built in the city. The centralized treatment rate of urban domestic sewage and the harmless treatment rate of domestic garbage in the city reached 79% and 89% respectively, of which the reservoir area reached 84% and 94% respectively, far higher than the national average.

The second is to continuously increase the prevention and control of industrial pollution in the reservoir area. The Regulations on Environmental Access of Industrial Projects was formulated to prevent projects with significant environmental risks from entering the reservoir area, guide industrial enterprises to concentrate in industrial parks, and adhere to centralized control of industrial pollution and centralized prevention of environmental risks of industrial projects. Complete the task of relocation and adjustment of submerged industrial and mining enterprises, and complete the environmental protection relocation of 66 enterprises in the main city. We will carry out special rectification in industries such as papermaking, electroplating, electrolytic manganese and strontium carbonate, and strengthen environmental safety inspection in the chemical industry.

The third is to effectively strengthen the protection of drinking water sources in the reservoir area. In recent years, Chongqing has listed the protection of drinking water sources as the "popular project" of the municipal party Committee and the municipal government every year, focusing on promoting it. All the industrial pollution sources, municipal sewage outlets, catering and entertainment boats in the drinking water source protection area have been cleaned up, and the delineation of centralized drinking water source protection areas with more than 500 people in the city has been completed. Cage and net farming are prohibited in the waters of the Three Gorges reservoir area, and special enforcement actions for aquaculture in the Three Gorges reservoir area have been carried out.

The fourth is to do a good job in cleaning up solid waste and floating objects at the bottom of the reservoir. 3.06 million tons of domestic garbage, 2.6 million tons of general industrial solid waste, 0.90 million tons of hazardous waste and 0.8 abandoned radioactive sources were successfully cleared in the second, third and fourth phases of the Three Gorges reservoir area. Since the impoundment of the Three Gorges Reservoir, the city's finance has arranged a total of 654.38+0.46 billion yuan to clean up drifting, equipped with 3,654.38+0 mechanized drifting boats, 27 garbage compression transport vehicles, and cleared more than 580,000 tons of floating garbage. Especially during the Three Gorges Project 175m experimental impoundment period, the city organized a "10,000-person floating object assault activity", which cleared 654.38+10,000 tons of floating objects in two months, relieved the pressure of floating objects in front of the Three Gorges Dam, and ensured the safety of impoundment and the cleanliness of the waters in the reservoir area.

Fifth, actively promote the comprehensive improvement of secondary pollution in rivers. The comprehensive improvement of Taohuaxi watershed in the main city was completed, and the water environment quality was obviously improved. Of the eight demonstration projects listed in the Revised Plan for the Prevention and Control of Water Pollution in the Three Gorges Reservoir Area and Its Upper Reaches (hereinafter referred to as the Revised Plan), two (Zhuxi River and Tanliang River) have started construction, two (Laixi River and Taohua River) have been reported to the National Development and Reform Commission for budget review, and the remaining four are in the preliminary work.

Sixth, solidly carry out ship pollution control in the reservoir area. All new ships are equipped with domestic sewage treatment devices, and old ships are treated by stages. Solid waste receiving ships have been set up in major passenger ports such as the main city, Wanzhou and Wushan. Transport ships with 30 horsepower or more in the reservoir area are equipped with oil-water separation equipment and dirty oil storage devices as required, and about 600 ships are equipped with integrated biochemical treatment devices.

Seventh, carry out in-depth prevention and control of rural non-point source pollution. In recent years, the Three Gorges reservoir area has invested a total of 476 million yuan to develop 53 1400 rural households, accounting for 15.5% of the total number of farmers in the reservoir area, and 550 biogas projects have been built in livestock and poultry farms, which has promoted the resource utilization and harmless treatment of livestock and poultry manure, and formed a variety of farm pollution control models such as energy ecology and energy environmental protection. Strengthen the construction of ecological agriculture, promote the implementation of soil testing and formula fertilization, and expand the construction of ecological agriculture pilot demonstration counties in the reservoir area to 15.

Eighth, promote the implementation of ecological environmental protection in the water-level fluctuation zone. Research on the environmental problems in the water-level fluctuation zone has been carried out, and a number of pilot demonstration projects for ecological environmental protection in the water-level fluctuation zone have been started, such as Kaixian Water Level Regulating Dam Project, Fengjie Zhujiahe Hujiaba Water-level fluctuation zone comprehensive improvement project, Wushan Three Gorges Ecological Protection Project and Wuxi Wang Jiahe Bank Protection Project. Scientific and technological support projects such as "Technology and demonstration of ecological restoration and comprehensive improvement of water-level fluctuation zone in Three Gorges reservoir area" and "Experimental demonstration of soil erosion and non-point source pollution control in Three Gorges reservoir area" have been implemented, and the experiment of cultivating flood-resistant plants in water-level fluctuation zone has been successful.

Since the impoundment of the Three Gorges Project, the water environment quality in the reservoir area has remained generally stable, and the proportion of water quality in Chongqing sections of the Yangtze River, Jialing River and Wujiang River meeting Class II sections has increased year by year. In the first half of this year, the water quality of eight state-controlled monitoring sections, state-controlled drinking water sources and urban centralized drinking water sources in Chongqing section of Yangtze River, Jialing River and Wujiang River all met the water function requirements; The water quality of the secondary river meets the requirements of water function, and the cross-section ratio reaches 79.6%. The water quality of the exit section of the Yangtze River has reached Class II water quality standard, and the water quality in the reservoir area has stood the test of time since it was impounded.
