How to achieve "entry and exit queues do not exceed 30 minutes"?
Over the past 40 years of reform and opening-up, China's economy has developed steadily and healthily, and its foreign exchanges have become increasingly active. Especially in recent years, with the continuous improvement of Chinese people's living standards and the increasing efforts of opening up to the outside world, mainland residents' overseas travel, visiting relatives and doing business have greatly increased, and the exchanges between Hong Kong, Macao and Taiwan compatriots have continued to maintain a strong momentum. In 20 17, the total number of people entering and leaving the country reached 598 million, which was more than 40 times higher than that before the reform and opening up and 73% higher than that in 2007. Among them, the number of China citizens entering and leaving the country reached 5120,000, accounting for 86% of the total number of people entering and leaving the country, which was more than 1977 in 2007, an increase of 75%. The number of mainland residents entering and leaving the country reached 285 million, an increase of more than 1 10 compared with 1977 and an increase of 2.5 times compared with 2007. At present, there are 305 ports open to the outside world by land, sea and air, and 302 entry-exit frontier inspection stations, including 35 ports with an average daily inspection of more than 5,000 passengers, 9 ports with an average daily inspection of 1 10,000 passengers and 7 ports with an average daily inspection of more than 50,000 passengers.
In recent years, the national border inspection authorities have deepened the reform of border inspection services, continuously improved the professional ability of inspection personnel, simplified inspection procedures, promoted the electronic reform of entry-exit documents, accelerated the construction of self-service channels for border inspection at ports, and promoted the continuous improvement of customs clearance efficiency of entry-exit personnel. However, due to the large number of entry-exit personnel at some large hub airport ports and large land ports adjacent to Hong Kong and Macao, the passenger flow is relatively concentrated on weekends and holidays, and passengers queue up for inspection during peak hours. There are also some ports that restrict the efficiency of customs clearance because of the small waiting area.
After the establishment of the National Immigration Bureau, relevant departments were organized to conduct a special investigation on the problem of long queues of citizens in China during the peak period of large-scale ports. On the basis of full preparation, it is decided that starting from the Dragon Boat Festival this year, the new goal of "China citizens queuing for entry and exit clearance for no more than 30 minutes" will be achieved at all land, sea and air ports across the country, so as to effectively solve the "worry" of China citizens queuing at the peak of large ports. In order to ensure the effectiveness of the new measures, the National Immigration Bureau recently deployed the national border inspection authorities to set up special passages for China citizens at ports with large passenger flow to further facilitate the entry and exit of China citizens; Optimize the on-site service organization, further improve the process setting, strengthen the dynamic line management, and improve the inspection management ability; Vigorously improve the application level of scientific and technological informatization, promote self-service customs clearance at border inspection, and increase the proportion of self-service customs clearance personnel; Work with relevant departments to improve the customs clearance environment and promote the solution of problems such as narrow border inspection space and insufficient inspection channels. It is understood that the National Immigration Bureau also requires the national border inspection authorities to strengthen scientific and reasonable on-site scheduling to ensure the efficiency of foreigners' entry and exit customs clearance.
