(3) National, local and university special plans for targeted enrollment in poverty-stricken areas, free medical targeted students and other enrollment categories have special requirements for candidates' types, student status and actual attendance. Since 20 16, the qualification examination of relevant candidates and the registration of college entrance examination have been carried out simultaneously, and the county (district) admissions office is responsible for the implementation. Counties (districts) should formulate specific procedures and measures for the qualification examination of rural candidates. For candidates whose family is indeed rural, but whose household registration address belongs to cities and towns according to the urban-rural division standard, counties (districts) should combine rural land ownership and participate in the comprehensive review of rural joint governance to ensure the authenticity and accuracy of their rural candidates' qualifications. At the same time, it must be publicized in the middle school and the local area where the candidates are located and accept social supervision. Rural candidates who meet the following conditions shall be specially marked in the online registration system:

1. I and my father or mother or legal guardian have been registered in rural areas of this county (district) for more than 3 consecutive years;

2. I have been studying in a county (district) high school for 3 consecutive years, and I have actually studied in a registered high school for 3 years.

Fifty-six state-level poverty-stricken counties (contiguous counties (districts) with special difficulties in Shaanxi Province and key counties (districts) in national poverty alleviation and development work, see Annex 2 for the list) shall review the candidates who meet the qualifications of national special programs according to the following conditions, and make special marks in the online registration system.

1. I have been registered with my father or mother or legal guardian in this county (district) for more than 3 years;

2. I have been studying in a county (district) high school for 3 consecutive years, and I have actually studied in a registered high school for 3 years.

(4) Confirm the registration information before 20151215. The registration information must be true and accurate, and the candidates themselves must be responsible for the personal information filled in. No person or unit may fill in the information that should be filled in by the candidate himself instead of the candidate, and may not force the candidate to choose the subjects to apply for, and may not force the candidate to fill in personal information that is inconsistent with his own reality. After the registration, the county (district) Admissions Office should print out a checklist of candidates' registration information, which will be signed by the candidates themselves for confirmation. The county (district) admissions office should promptly correct the information errors that can be changed during the confirmation of candidates.

Candidates who have applied for the second-generation ID card earlier and whose appearance is quite different from that of the ID card at the time of registration may apply to the county (district) recruitment office for on-site digital photos. At the time of application, the household registration management department and the middle school (non-students are issued by their work units or township and street offices) must confirm their identity and the original ID card. After being approved by the county (district) Admissions Office, get the digital photos of candidates at the registration site. Counties (districts) should strictly examine the application process of collecting digital photos on site to prevent "college entrance examination immigrants" and candidates from taking the opportunity to muddle through.

(5) Examining candidates' ideological and political morality before 20 15, 12 and15. The examination of ideological and political morality is based on the actual performance of candidates themselves. The school or unit where the candidates register is responsible for making a comprehensive appraisal of their political attitude, ideology and morality, and the content should be complete and accurate. The examination of students' ideological and political morality is entered into the online registration system by a special person and audited by the school; The appraisal of non-school students shall be filled in by their work units (filled in by township and sub-district offices if there is no work unit), and the "20 16 Shaanxi College Entrance Examination Form for Non-school Students' Ideological and Political Morality" (Annex 3) shall be stamped with the official seal; The school is responsible for the identification of registered candidates in the county (district) where the household registration is located. The county (district) Admissions Office shall designate a special person to enter the ideological and political moral assessment content of the candidates who are not in school and the county (district) where the household registration is located into the online registration system. The original evaluation form shall be kept for future reference. Candidates who are subject to criminal punishment, public security administration punishment or disciplinary action shall provide detailed materials such as the facts of the mistakes made, handling opinions, my understanding of the mistakes and the realistic performance of correcting them, and be responsible for their authenticity. In any of the following circumstances, the ideological and political moral assessment is unqualified:

1. Oppose the basic principles set by the Constitution or join a cult organization;
