The difficulty of implementing the college entrance examination in different places lies not in the examination itself, but in whether it can be admitted on the spot. Under the current enrollment system of separating enrollment, the enrollment plans of each province are delineated by the Ministry of Education. At present, this interest pattern has been passed down for many years, and it is very difficult to break it.

4. The breakthrough of borrowing from different places is to establish the independent enrollment system of colleges and universities based on the national unified examination. By then, colleges and universities will no longer implement the provincial enrollment plan, fundamentally solving the problem of uneven enrollment ratio between different regions under the current provincial enrollment system, and the dilemma of borrowing from different places will be solved.
