How to complain about environmental problems to the State Council?

Recently, Kunming announced 134 the telephone number for reporting complaints about soft environment construction for economic and social development, including the soft environment construction offices of counties (cities), municipal party committees and municipal governments, the Standing Committee of the Municipal People's Congress, the General Office of CPPCC, the Municipal Intermediate People's Court, the Municipal Procuratorate, municipal people's organizations, municipal news organizations, universities, municipal enterprises and units directly under the central government. Relevant departments will seriously investigate and deal with the outstanding problems in the soft environment construction of their own departments according to the complaints and reports.
