According to the website of the Chinese Embassy in Russia, in accordance with the relevant provisions of the Russian Federation’s Presidential Decree No. 202 “On Strengthening Security Measures During the Hosting of the 2018 World Cup and 2017 Confederations Cup in Russia”, in May 2018 From the 25th to July 25th, we visited the host cities of the World Cup: Moscow, St. Petersburg, Sochi, Kazan, Yekaterinburg, Volgograd, Nizhny Novgorod, Kaliningrad, Samara, and Don Rus. All foreign citizens in Tov and Saransk (please note that this is all foreign citizens, including those holding a travel permit) should register their residence within 1 day from the date of arrival.

According to relevant Russian regulations, failure to register residence in time is an administrative violation. In order to avoid unnecessary trouble, the Embassy in Russia reminds the following:

1. Chinese citizens who come to Russia from May 25 to July 25, 2018, no matter what visa you hold, Regardless of the purpose of coming to Russia, you must register your residence within one day after visiting the 11 cities mentioned above. Residence registration is not a visa, it cannot be processed outside Russia or at the airport, and it cannot be used as a permit to enter or exit Russia.

2. Chinese citizens who go to other cities in Russia during the above period should apply for residence registration within 7 working days from the date of arrival. It is recommended that you apply as early as possible to avoid delays.

3. If your travel destination changes, such as traveling to Moscow and then moving to St. Petersburg, you should re-register your residence after arriving in St. Petersburg.

4. The procedures for residence registration are usually as follows:

1. After the foreign citizen arrives at the place of residence, the host party or the person himself should go to the internal affairs branch of the place of residence to handle the procedure. For specific branches, please ask the receptionist or check the website of the Internal Affairs Bureau of the city where you are located.

2. The original and photocopy of the passport and immigration card (issued by border control upon entry) must be provided. All pages of the passport must be copied (including blank pages), and an arrival declaration containing personal information must be filled in (Bureau of Internal Affairs) supply).

3. After the internal affairs department accepts the application, it will issue a residence registration slip containing personal information and the seal and signature of the accepting department, which should be properly kept. If lost, go to the original issuing department to get a replacement.

5. The host party is obliged to handle residence registration for foreign citizens within the specified period, otherwise it will bear corresponding legal liabilities. Please carry the receptionist's contact information with you when traveling, and provide it to Russian law enforcement officers for verification in case of inspection.

If you come to Russia to stay in a hotel, the hotel will assist you during check-in. If the hotel does not proactively provide the completed residence registration slip, please remember to ask for it to avoid subsequent inconvenience. If you are staying in a B&B, apartment hotel or at the home of relatives and friends, you should ask the landlord to go to the district internal affairs branch to handle the matter.

6. During the World Cup, the working hours of the internal affairs departments in the above 11 cities may be extended appropriately. Please pay close attention to the relevant website information or news from our embassy.
