If the standard compensation subsidy of 16 times still can't maintain the original living standard of immigrants, the standard can be further improved with the approval of the project examination and approval department, that is, the vast majority of water conservancy and hydropower project immigrants will be compensated according to the standard of 16 times in the future.

Therefore, the local government's policy of not compensating immigrants obviously does not conform to the regulations of the State Council.
