Chapter I General Provisions Article 1 In order to make rational use of water resources, promote water conservation, and ensure the necessary operation, management, overhaul and renovation costs of water conservancy projects, these measures are formulated in accordance with the provisions of the Water Law of People's Republic of China (PRC) and the Administrative Measures for the Approved Collection and Collection of Water Fees for Water Conservancy Projects of the State Council (Guo Fa [1985] No.94) and in combination with the actual situation of our province. Article 2 Agricultural, industrial and other users who rely on water supply and drainage of water conservancy projects within this province must pay water charges to the water conservancy project management unit in accordance with the provisions of these Measures. Article 3 The term "water conservancy project" as mentioned in these Measures refers to the water conservancy project managed by the water conservancy project management unit under the water administrative department at or above the county level (including county-level cities, the same below) and built by the state investment or state investment and farmers. Chapter II Water Fee Standards Article 4 All kinds of water fee standards shall be based on the cost of water supply (drainage) and shall be approved separately according to the national economic policies and water resources conditions.

Water supply costs include depreciation of fixed assets, overhaul and operation management fees of water conservancy projects, and other expenses that should be included in the cost as stipulated by the state; Drainage costs include major repairs and operation management fees of water conservancy projects.

Agricultural water supply (drainage) fee is based on rice pricing and monetary settlement. The price of rice is determined according to the purchase price of grain ordered by the state in that year. Article 5 Agricultural water fee standard

Agricultural water is charged according to the cost of water supply. The cost of agricultural water supply does not include the depreciation of fixed assets of farmers' investment and labor.

Agricultural water charges include basic water charges and metered water charges. The basic water fee is charged according to the effective irrigation area; The metered water fee is charged according to the actual water supply.

(1) Reservoir irrigation area: the basic water fee is charged at the price of 2 Jin per mu of rice; The metering water fee is charged at the price of 3.5 kilograms per 100 cubic meter of water, with the water inlet of the branch canal as the metering point.

(2) Irrigation area of water diversion project: the basic water fee is charged at the price of two kilograms per mu of rice; The metering water fee is charged at the price of 2kg m per 100 m3 of water, with the water inlet of the branch canal as the metering point.

(3) Electric pumping irrigation area: the basic water fee is charged at the price of two Jin per mu of rice; The metering water fee is charged at the price of two kilograms per thousand tons of water, and the metering point is the head of the canal or the water pipe.

In some places, due to historical habits or lack of conditions for charging water charges by metering, the forms of charges can be determined by themselves without changing the overall charging level stipulated in this article. Article 6 Industrial water fee standard

The industrial water fee is determined by the total investment of water conservancy and water supply projects (including labor and funds invested by farmers) plus the surplus of 5% of water supply investment.

Industrial water charges five cents per cubic meter. Seventh urban domestic water charges.

This income is used to support the immigrants in the reservoir area to develop production. Measures for the use and management of immigrant relief funds in the reservoir area shall be formulated separately by the Provincial Department of Water Resources and the Department of Finance. Agricultural drainage is within the protection scope of drainage engineering design, and it is charged according to the drainage area in two cases: if it is culvert self-drainage, it is charged at the price of two kilograms of rice per mu; Belonging to electric drainage, it is levied at the price of six kilograms per mu of rice.

The wastewater discharged by enterprises and institutions pumped by power drainage stations is charged at 1% to 8% per cubic meter. Chapter III Collection of Water Fees Article 13 Water conservancy project management units shall strengthen water management, implement planned water use and collect water fees in accordance with regulations. Water users should save water, reduce "leakage", improve the utilization rate of water resources, and the increased expenditure after the adjustment of water charges shall be digested by themselves and shall not be passed on to consumers.

If farmers are unable to pay the water fee in full due to the disaster, the municipal or county people's governments shall take care of reducing or postponing the water fee according to different situations.
