Article 1 In order to strengthen the management of the Xiangjiang Reservoir Area in Changsha City (hereinafter referred to as the reservoir area), promote the effective exercise of administrative powers by administrative agencies, and ensure the safety of water supply, flood control, shipping and water ecology in the reservoir area, These measures are formulated in accordance with the "Water Law of the People's Republic of China", "Hunan Province Xiangjiang River Protection Regulations" and "Changsha City Xiangjiang River Basin Water Pollution Prevention and Control Regulations" and other laws and regulations, combined with actual conditions. Article 2: Wooden regulations shall apply to construction, production, operation and related management activities in the reservoir area. Article 3 The scope of the reservoir area referred to in these measures includes:

(1) The waters of the reservoir area start from Zhaoshan, the junction of Xiangjiang River, Changsha and Xiangtan, and north to Caijiazhou, 1.5 downstream of the dam axis of the Xiangjiang River Changsha Comprehensive Hub Project. The daily work of the reservoir management committee is handled by the municipal water administration department. Article 6 Municipal water administration, environmental protection, transportation, agriculture, health and family planning, food and drug supervision, development and reform, urban and rural planning, land resources, housing and urban and rural construction, public security, urban management and law enforcement, tourism, forestry, maritime affairs, Relevant units such as Xiangjiang Hub and relevant district (county) people's governments shall work together to manage the reservoir area in accordance with their respective responsibilities. Article 7: The management of the reservoir area shall implement a target management responsibility system and an assessment and evaluation system.

The Municipal People's Government regards the completion of the reservoir area management objectives as part of the assessment and evaluation of relevant units and relevant district (county) people's governments and their main responsible persons. Specific work objectives and assessment and evaluation methods are organized and formulated by the reservoir area management committee. Article 8 Relevant units responsible for the management of the reservoir area shall carry out administrative law enforcement in the reservoir area in accordance with their respective responsibilities. If an illegal act is discovered that the unit does not have the authority to investigate and deal with, it shall be promptly transferred to the unit that has the authority to investigate and deal with it.

The Reservoir Area Management Committee can organize municipal water administration, environmental protection, maritime and other relevant units to carry out joint law enforcement on complex and major law enforcement activities in the reservoir area.

The municipal water administration, environmental protection, land resources, fishery and other departments may entrust the municipal water affairs comprehensive law enforcement agency to implement administrative penalties and related administrative functions in the reservoir area. The entrusted law enforcement plan shall be determined by the reservoir area management committee. Organizational formulation. A written entrustment agreement shall be signed between the entrusting administrative agency and the municipal water affairs comprehensive law enforcement agency. The entrustment agreement shall specify the entrustment matters, authority, time limit, rights and obligations of both parties, legal responsibilities, etc.

Article 9 Construction projects such as bridges and docks, beach utilization, pipeline crossings, and riverside buildings in the reservoir area that may have a significant impact on the water supply safety, flood control safety, shipping safety, and water ecological safety in the reservoir area shall not be included in the annual major projects. Before making an investment plan, the development and reform department should report to the reservoir area management committee in a timely manner, and the reservoir area management committee should organize discussions and studies and put forward clear opinions.

Administrative licensing matters such as water tourism, cruise ship access, water sports, and barge berthing in the reservoir area that may have a significant impact on the water supply safety, flood control safety, shipping safety, and water ecological safety in the reservoir area will be accepted. The licensing unit shall report to the reservoir area management committee in a timely manner before the licensing decision is made. The catalog of major administrative licensing matters shall be separately formulated by the reservoir area management committee. Any unit or individual has the right to report illegal activities in the reservoir area.
