Article 2: Wooden regulations shall apply to construction, production, operation and related management activities in the reservoir area. Article 3 The scope of the reservoir area referred to in these measures includes:

The licensing unit shall report to the reservoir area management committee in a timely manner before the licensing decision is made. The catalog of major administrative licensing matters shall be separately formulated by the reservoir area management committee.
