We believe that coping with climate change and its migration activities is a common challenge faced by all mankind and requires unity and cooperation under a multilateral framework. We emphasize that the United Nations Framework Convention on Climate Change (hereinafter referred to as the Convention), the Kyoto Protocol and the Paris Agreement are the most important channels and multilateral frameworks for international cooperation in tackling climate change.

We are willing to work with all parties to implement the Convention, the Kyoto Protocol and the Paris Agreement under the guidance of the principle of fairness, common but differentiated responsibilities and respective capabilities established in the Convention, and welcome the achievements of the 26th Conference of the Parties to the Convention, including the completion of the negotiations on the implementation details of the Paris Agreement.

And provide adequate and predictable financial support for developing countries to adapt to climate change through the mechanism agreed by the previous COP. We call on the international community to act, take decisive steps, actively respond to climate change and support Egypt in hosting the 27th Conference of the Parties to the Convention on behalf of African countries.

We all agree that actions to address climate change should treat both mitigation and adaptation equally. Recalling the spirit of Marrakech Declaration issued by the first African Action Summit in October, 2006, we call on developed countries to increase their financial, technical and capacity-building support for developing countries, especially African countries.

Developed countries should earnestly fulfill their capital contribution obligations, strive to fill the annual gap of $654.38 billion+$000 billion in gas reform funds by 2020, make follow-up arrangements for long-term funds after 2020, and accelerate the formulation of new collective quantitative fund targets after 2025.

We have decided to establish a strategic partnership between China and Africa to address climate change in the new era. We will strengthen coordination and cooperation in the multilateral process of tackling climate change and safeguard the reasonable rights and interests of Central Africa and developing countries.

We are willing to further strengthen South-South cooperation between China and Africa in coping with climate change, broaden the scope of cooperation, strengthen cooperation in the fields of clean energy, space technology to cope with climate change, agriculture, forests, oceans, low-carbon infrastructure construction, meteorological monitoring, prediction and early warning, environmental monitoring, disaster prevention and mitigation, adaptation to climate change, and carry out pragmatic cooperation projects to meet the challenges of climate change.

China and Africa will accelerate the implementation of signed South-South cooperation and tripartite cooperation projects to address climate change, promote the signing of cooperation documents for projects under negotiation, promote the production, transportation and delivery of relevant aid materials and equipment, and promote the construction of relevant low-carbon and low-greenhouse gas demonstration zones.

The two sides will rely on the cooperation projects that have been carried out to help Africa build a team of professionals in the field of climate change and promote climate change technical services. The two sides will jointly safeguard the achievements of China-Africa South-South cooperation and climate change tripartite cooperation projects, and strengthen the leading role of climate change South-South cooperation projects in enhancing Africa's ability to cope with climate change.
