Where is Danjiangkou polluted? What happened?

The South-to-North Water Transfer Project is a major strategic project related to the comprehensive, coordinated and sustainable development of China's economy and society. Especially the middle route project from Danjiangkou to Beijing is the most expensive and difficult route at present. Construction of this line started at the end of 2003, and it is planned to open water before the end of next year. Ten years of hard work will soon be harvested. This is an exciting moment. But at this time, the reporter heard shocking news: the water diversion project will be built, but the water quality at the source of the project is now in danger of deterioration. If this problem can't be solved in time and thoroughly, then we have spent so much effort to build a huge project, and we are facing a crisis.

On May 16, the reporter came to Xichuan County, Henan Province. It is through this core canal head that the water from Danjiangkou Reservoir is supplied to Beijing and other places.

There are more than 20 water restaurants on fishing boats at Songgang Wharf in the reservoir area. The reporter walked into a random house. After killing fish, a young man swept a pile of fish guts directly into the reservoir with a broom. Not only fish viscera, the reporter found that in these floating restaurants, dirty water after washing vegetables, pots and dishes, as well as rotten leaves, plastic bags, mineral water bottles and other domestic garbage, will be thrown into the water. The people in the restaurant said that the surrounding water was not edible at all.

It is not only sewage and domestic garbage that are directly discharged into the water. The reporter went to the ship's toilet and found that the water surface of the reservoir can be directly seen from the urinal hole, which means that as long as you go to the ship's toilet, all the excrement will be directly discharged into Danjiangkou Reservoir.

Garbage is everywhere on the water surface, and all kinds of domestic garbage are everywhere on the bank of the reservoir and the marginal shoal, stretching for one or two kilometers. After the flood season, all these almost non-degradable wastes will be submerged in Danjiangkou Reservoir.

Then, have these on-board restaurants that pose a huge pollution threat to Danjiangkou Reservoir been approved by relevant departments? Regarding the pollution situation of these restaurants, the local environmental protection department said that the team is limited and the supervision is beyond the reach.

With Danjiangkou Reservoir as the center, the diversion canal of South-to-North Water Transfer Project is its outlet. However, it has been surrounded and polluted by scenic spots and restaurants that are illegally built and operated. What about the entrance of Danjiangkou Reservoir? Hanjiang River is the largest water source of Danjiangkou Reservoir, and its water quality directly affects the water quality of Danjiangkou Reservoir.

Drainage is a sewage pipe in Ziyang County, Ankang City, Shaanxi Province. This sewage pipeline is located in Ziyang County Passenger Station. Local residents said that this is also one of the largest sewage outlets in Ziyang County. The sewage mainly comes from the domestic sewage of county residents, because the local sedimentation tank is in disrepair for a long time. Now these sewage are directly discharged into the Han River without any sedimentation or other treatment. In addition to sewage, feces are also directly discharged into the Han River. The reporter saw at Ziyang Railway Station that the pipeline of the sedimentation tank next to the public toilet had broken, and the urine and urine directly flowed into the Han River without treatment. The garbage dump in Ziyang County is full of rubbish, flies flying around and stinking. The edge of the garbage dump almost extends to the Han River, and a drainage ditch under the mountain passes through the garbage dump. Along the river, the reporter saw that there were sewage pipes every few hundred meters. Locals say that the Hanjiang River is now a natural septic tank in Ziyang County.

Residents of Ziyang County told reporters that since the establishment of Ziyang County, there has been no sewage treatment plant, and it has been the habit of local people to directly discharge sewage into the Han River for many years. Now the local sewage treatment plant is being built, and the only sewage treatment plant in this county has not yet been built.

In this way, the daily domestic and production sewage generated by more than 300,000 people in Ziyang County, Shaanxi Province can only be discharged directly into the Han River and downstream into Shiyan City, Hubei Province. So what about the Hanjiang River reaching Shiyan City?

On May 18, the reporter came to Shiyan City, Hubei Province. The urban area crosses Shending River, where it joins the Han River and will eventually join Danjiangkou Reservoir. As can be seen from the pictures taken by the reporter in the Shending River section about 4 kilometers away from the urban area, all kinds of garbage and animal carcasses can be seen everywhere on the water surface, black silt is deposited at the bottom of the river, and the whole river exudes a stench.

The reporter came to Shiyan Sewage Treatment Plant along Shending River, which is only 10 meter away from the sewage treatment plant. The local farmers next to the sewage treatment plant told the reporter that all the sewage in Shiyan City is sent to this sewage treatment plant for treatment through sewage receiving pipelines, and besides discharging the treated reclaimed water to Shending River through normal sewage outlets, in fact, Shiyan sewage treatment plant also has a back canal to directly discharge the untreated black sewage to Shending River.

At noon on May 20, when the reporter was investigating along the river, he found that the back exit of Shiyan Sewage Treatment Plant was hidden under a vegetable field and was discharging black sewage into Shending River, emitting a stench. Black sewage and upstream water formed a clear dividing line on the river surface, and the downstream was quickly dyed black.

On the website of Shiyan Municipal Government, the reporter saw such a notice of "Work Plan for Comprehensive Management of Five Non-standard Rivers, such as Shending River" issued in July 20 12. According to this public document, the Yangtze River Water Resources Commission monitors five rivers in Shiyan City throughout the year. The whole section shows that besides Guanshan River, the rest include Shending River, Jiang River, Sihe River and Jianhe River. Surface water in China is divided into five categories according to their functions. According to this classification, five types of water mean that it can only be used for agricultural water and landscape water, while the inferior five types mean that even agricultural irrigation and landscape water are not up to standard. Now the inferior five types of water in Shending River finally flow into Danjiangkou Reservoir through the Han River.

According to the price at the end of 2000, the total investment of the first phase of the Middle Route of South-to-North Water Transfer Project is close to 92 billion yuan, and the final construction cost in the future will definitely be higher than this figure. In order to ensure the smooth progress of the project, more than 340,000 people in Henan and Hubei have left their homes and relocated, and made great sacrifices to meet the most basic production and living needs of hundreds of millions of compatriots in more than 20 large and medium-sized cities along the downstream 1.277 km.
