I. Scope of protection

First-class protected area: the west bank of the Yellow River, from Binhe Avenue in Yongning County, xingqing district County and Helan County to the Yellow River channel; On the east bank, from lingwu city Binhe Avenue and Provincial Highway 203 (tourist special line) to the Yellow River. It covers an area of about 222 square kilometers.

Except for infrastructure projects such as water conservancy, flood control, roads, bridges, environmental protection and public sports and leisure, it is forbidden to build other projects in the protected areas.

Secondary protected areas: focus on protecting farmland, ditches, roads, forest nets, fruit trees, lakes, wetlands and wildlife habitats, and create an idyllic scenery of "Jiangnan Water Town". Except for sightseeing agriculture and eco-tourism projects, it is forbidden to arrange industrial and commercial real estate development projects in protected areas.

Ecological protection and construction in the east bank of the Yellow River, north of north beach Village in Wutongshu Township, lingwu city, and south of immigrant village in Yueyahu Township, xingqing district shall be implemented in accordance with the overall planning of Binhe New District.
