Do you need to pay for poverty alleviation and relocation?

Moving new houses to help the poor in rural areas is not free, but there are certain state subsidies.

At present, the relevant documents stipulate that the per capita housing construction of poor households subsidized by the central government cannot exceed a certain area. However, some relocated households with better economic conditions hope to allow appropriate loans and build their houses more comfortably by their own efforts, otherwise the cost of subsequent housing construction will increase a lot.

The main body of ex situ poverty alleviation and relocation is the poor people, and they should be encouraged to take the initiative to get rid of poverty through their own efforts. It is suggested that the relocated households should be allowed to participate in housing construction through appropriate loans or jobs according to their actual economic ability. At the same time, we must resolutely prevent blind expansion of housing area, divorced from reality to improve construction standards and excessive decoration, and put an end to poverty caused by building houses.

Relocation target of ex situ poverty alleviation and related policies;

According to reports, during the "Thirteenth Five-Year Plan" period, ex situ poverty alleviation and relocation targets are mainly rural poor people living in areas with harsh living environment, desertification, frequent endemic diseases, lack of basic development conditions, fragile ecological environment and restricted or prohibited development. Priority is given to poor people who are located in earthquake-active areas and threatened by geological disasters such as mudslides and landslides.

According to the Plan, during the "Thirteenth Five-Year Plan" period, we will adhere to the principles of voluntariness, initiative and stability of the masses, adhere to the combination with new urbanization, relocate the poor people living in places where one side can't support the other, increase government investment, innovate investment and financing models and organizational methods, improve relevant follow-up support policies, strengthen supervision and evaluation of relocation effectiveness, and strive to move out, stay, do something and get rich.

Legal basis:

The 13th Five-Year Plan for Ex situ Poverty Alleviation and Relocation clearly states that the relocation areas are mainly rural poverty-stricken areas with poor natural conditions, poor living environment, serious lack of development conditions and relatively concentrated poor population. First, areas with remote and cold mountains, serious desertification and soil erosion, water, soil, light and heat conditions are difficult to meet the needs of daily life and production, and do not have basic development conditions. Second, the development zones prohibited and restricted in the planning of national main functional areas. Third, infrastructure such as transportation, water conservancy, electric power, communication, and basic public service facilities such as education and medical care are very weak, and engineering measures are difficult to solve, and construction and operation costs are high. Fourth, serious endemic diseases, frequent geological disasters and other areas that really need to implement ex situ poverty alleviation and relocation. Border areas are not included in the scope of immigration.
