The definition of a person from any country is: having citizenship of that country.

In short, the definition of an American is: "A person who holds U.S. citizenship."

Americans can be further subdivided, as you said Overseas Chinese, African Americans, etc., because the United States is a large immigrant country, but in the end, they still belong to "Americans".
