Wanjia Reservoir Project in Ningguo City has been included in the "14th Five-Year Plan" of water conservancy development in Anhui Province. In order to ensure the smooth progress of the project construction and safeguard the legitimate rights and interests of the land expropriated, according to the relevant provisions of the Regulations on Land Expropriation Compensation and Resettlement for Large and Medium-sized Water Conservancy and Hydropower Projects (the State Council Decree No.679th), we hereby notify you as follows:

1. From the date of issuance of this circular to February 3, 20291,the occupied flooded area of Wanjia Reservoir Project in Ningguo City is to stop new projects and control population migration (hereinafter referred to as "the controlled area").

The control area is: Wu Shuang, Yaogou, Shengli, Hongxing, Yinshan, Qiaotou, Advanced and Donghong Villagers' Groups in Wanjiaxiang Town, Ningguo City; Villagers' groups in Huang Wu, Shuiwu, Wukou, Guanlin, Shangcun, Xincun, Wali, Zhelin, Dazhewu and Xiaozhewu, Huanggang Village, Ningdun Town, Ningguo City; Villagers of Zhengyang, Zhang Cun, Zhoucun, Huangzikeng, Geshan and Levin in Nanyang Village, Ningdun Town, Ningguo City.

The specific scope shall be separately posted by the competent project unit or project legal person in the form of attached drawings according to the feasibility study report of the project.

Two, in the control area, no unit or individual may build, rebuild or expand projects, and may not develop land and build houses and other facilities, and may not plant perennial cash crops and trees.

Three, in addition to the normal transfer after going through the relevant formalities in accordance with the regulations, couples take refuge and minor children move or take refuge, and active servicemen who have retired from active service, college graduates and released prisoners return to their original places, and it is strictly forbidden to move into the control area. There are no restrictions on giving birth to babies in the control area.

Four, Xuancheng City and Ningguo Municipal People's government should strengthen leadership, strictly implement the relevant provisions, to stop the control area in violation of the provisions of the basic construction and immigration.

Five, the project unit in charge or the project legal person shall, jointly with the people's government where the project is located, investigate, register and verify the physical indicators of land acquisition for project construction in the control area in accordance with the relevant provisions, and file a card after being signed by the immigrant head of household or the relocation unit, and the local people's government shall sign opinions.
