Which regime did the sixteen countries in the Eastern Jin Dynasty belong to?

After the rebellion of the Eight Kings in the Western Jin Dynasty, Wuhu (Xiongnu, Xianbei, Anta, Bianyi and Qiang) moved inward, rebelled in the north of China, and established a country, which was called sixteen countries in history (Wuliang, Siyan, Sanqin, Erzhao, Shicheng and Yixia).
