Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the Constitution of People's Republic of China (PRC), the Law of People's Republic of China (PRC) on Regional National Autonomy, Several Provisions of Gansu Province on Implementing the Law of People's Republic of China (PRC) on Regional National Autonomy, and relevant laws and regulations, in combination with the economic, political, cultural and social characteristics of this state. Article 2 Gannan Tibetan Autonomous Prefecture (hereinafter referred to as Autonomous Prefecture) is a place where Gannan Tibetan people practice regional autonomy within the jurisdiction of Gansu Province.

Autonomous Prefecture governs Hezuo City, Xiahe County, Lintan County, Zhuoni County, Zhouqu County, Diebu County, Maqu County and Luqu City.

The jurisdiction and regional boundaries of autonomous prefectures are protected by law. If there is any change, it shall be drawn up by the relevant departments of the state organs at higher levels and the organs of self-government of the autonomous prefecture through full consultation, and submitted for approval in accordance with legal procedures.

The capital of the autonomous prefecture is located in the cooperative city. Article 3 The organs of self-government of autonomous prefectures are the people's congresses and people's governments of autonomous prefectures, and they are the first-level local organs of state power.

The organs of self-government of autonomous prefectures exercise the functions and powers of local state organs of cities and counties divided into districts, and exercise autonomy at the same time.

The organs of self-government of Autonomous Prefecture implement the principle of democratic centralism. Article 4 The organs of self-government of autonomous prefectures safeguard national security and the reunification of the motherland, safeguard the unity of all ethnic groups, and ensure the observance and implementation of the Constitution and laws in this state.

The organs of self-government of Autonomous Prefecture should put the overall interests of the country in the first place and actively complete the tasks assigned by the state organs at higher levels. Article 5 The organs of self-government of Autonomous Prefecture lead the people of all ethnic groups in Quanzhou, under the leadership of the Communist Party of China (CPC) and under the guidance of Marxism, Mao Zedong Thought, Deng Xiaoping Theory and Theory of Three Represents, thoroughly implement Scientific Outlook on Development, hold high the great banner of Socialism with Chinese characteristics, continue to emancipate the mind, persist in reform and opening up, promote scientific development and build a harmonious society. Promote the coordinated development of socialist economic construction, political construction, cultural construction and social construction, build a well-off society in an all-round way, continuously improve the material and cultural living standards of people of all ethnic groups, and build a rich, democratic, United, civilized and harmonious autonomous prefecture. Article 6 The organs of self-government of autonomous prefectures shall speed up the development of economic and social undertakings according to the actual situation of the state. We will fully implement the preferential policies and special measures formulated by state organs at higher levels for minority areas.

When implementing the resolutions, decisions, orders and instructions of the state organs at higher levels, the organs of self-government of the autonomous prefecture shall report to the state organs at higher levels for approval, make flexible implementation or stop implementation if they are not suitable for the actual situation of the state. Article 7 All ethnic groups in Autonomous Prefecture are equal. Discrimination and oppression against any ethnic group are prohibited, and acts that undermine ethnic unity and create ethnic divisions are prohibited.

The organs of self-government of Autonomous Prefecture protect the legitimate rights and interests of all ethnic groups, and ensure that all ethnic groups have the freedom to use and develop their own spoken and written languages, and to maintain or reform their own customs and habits. Article 8 The organs of self-government of autonomous prefectures shall ensure that citizens of all ethnic groups in autonomous prefectures have freedom of religious belief. No state organ, social organization or individual may compel citizens to believe in or not believe in religion, and may not discriminate against citizens who believe in or not believe in religion. No one may use religion to engage in activities that disrupt social order, harm citizens' health or interfere with the national education system.

The organs of self-government of the Autonomous Prefecture manage religious affairs according to law and protect normal religious activities. Religious groups and religious affairs in the Autonomous Prefecture are not dominated by foreign forces. Article 9 The organs of self-government of autonomous prefectures shall protect socialist public property according to law. It is forbidden for any organization or individual to occupy or destroy state and collective property by any means.

The organs of self-government of autonomous prefectures protect citizens' private property rights and inheritance rights in accordance with state laws. In order to meet the needs of public interests, citizens' private property can be expropriated or requisitioned and compensated in accordance with the law. Article 10 The organs of self-government of autonomous prefectures attach importance to training Tibetan and other minority civil servants and various professional and technical personnel. Pay attention to the training and selection of civil servants at all levels and various professional and technical personnel among Tibetan and other minority women.

The organs of self-government of Autonomous Prefecture formulate preferential policies to attract all kinds of talents to participate in the construction of Autonomous Prefecture. Article 11 The organs of self-government of autonomous prefectures strengthen the construction of socialist spiritual civilization, educate citizens of all ethnic groups on the socialist core value system and ethnic policies, constantly improve the ideological and moral, scientific and cultural qualities of citizens of all ethnic groups, promote the all-round development of people, and cultivate citizens with ideals, morality, culture and discipline. Article 12 The organs of self-government of autonomous prefectures adhere to and improve the system of multi-party cooperation and political consultation under the leadership of the production party, unite patriots of all ethnic groups and all walks of life, conduct democratic consultation and cooperation on * * * affairs, and Qi Xin will work together to build autonomous prefectures.

The organs of self-government of Autonomous Prefecture strengthen the construction of grass-roots village (neighborhood) people's self-government organizations, expand grass-roots democracy, and improve the grass-roots election system. Article 13 The organs of self-government of autonomous prefectures implement the general plan of governing the country according to law, strengthen the construction of socialist democracy and legal system, and educate citizens of all ethnic groups on democracy and legal system. Citizens of all ethnic groups should learn, know, use and abide by the law.

The organs of self-government of the Autonomous Prefecture attach importance to the construction of peace, strengthen the comprehensive management of social security, and ensure the social and political stability of the whole state and the people's livelihood.
