In order to further strengthen the work of high-skilled talents and give full play to the important role of high-skilled leading talents in industrial transformation and upgrading, according to the spirit of the Implementation Measures for the Cultivation and Introduction of High-skilled Talents in Pizhou City, these declaration rules are formulated.
I. Scope of application
Definition of unit
1. The unit where high-skilled talents work is an enterprise registered in our city and paying taxes normally. The industrial fields of the enterprises referred to should belong to the "four new economies", strategic emerging industries, advanced manufacturing, producer services and modern agriculture.
2. Vocational schools and technical schools are schools within Pizhou City.
Definition of personnel
1. High-skilled talents refer to those who have obtained vocational qualification certificates or vocational skill level certificates of senior workers or above. Among them, senior technicians are under 45 years old, technicians are under 40 years old and senior workers are under 30 years old.
2. The new training refers to the enterprise employees who obtained certificates from June 4, 2020 to June 365438+February 3 1 2022. There is no limit to the time for obtaining evidence for fresh graduates of vocational schools and technical schools.
3. The newly introduced employees refer to those who were not registered in Pizhou from June 4, 2020 to February 3, 2022.
4. Fresh graduates refer to fresh graduates with full-time status.
Time definition
1. The introduction time is the time when the labor contract is signed.
2. The age of newly trained high-skilled talents is confirmed according to the time of obtaining evidence, and the age of newly introduced high-skilled talents is confirmed according to the date of introduction.
3. Newly introduced and newly trained high-skilled talents will participate in social insurance in Pizhou from June 4, 2020, and the normal payment will be 6 months.
Second, the subsidy standard
Public rental housing subsidy. Provide public rental housing for senior technicians, technicians and senior workers, and give 30% rental subsidies, with a maximum lease term of 3 years.
Housing subsidies. Senior technicians who purchase ordinary commodity housing for the first time in Pizhou will be given a one-time subsidy of 8% of the total purchase price, with a maximum of 654.38+10,000 yuan; For technicians who purchase ordinary commercial housing for the first time in Pizhou, a one-time subsidy of 5% of the total purchase price will be given, with a maximum of 80,000 yuan. Each person can only apply for a subsidy once.
Living allowance, rent allowance, transportation allowance
1. The living allowance standard for senior technicians is 900 yuan/month/person, and the rental allowance standard is 600 yuan/month/person, with a subsidy of 3 years;
2. The technician's living allowance standard is 600 yuan/month/person, and the rental subsidy standard is 400 yuan/month/person, and the subsidy is 3 years;
3. Non-Pizhou senior technicians, technicians and senior workers can enjoy the transportation subsidy of 1000 yuan/year/person for 3 years.
Skills training subsidy
One-time training subsidies will be given to individuals who have obtained vocational qualification certificates on the job, and the subsidy standards will be raised to 4,000 yuan/person for senior technicians, 3,000 yuan/person for technicians and 2,000 yuan/person for senior workers.
Graduates of Pi vocational schools and technical schools who have obtained the above-mentioned vocational qualification certificates and stayed in Pi employment can enjoy training subsidies of corresponding standards.
Special subsidy
Give special subsidies to newly trained and introduced Pizhou high-skilled talents. Standards: 600 yuan/month for senior technician and 400 yuan/month for technician.
High-skilled leading talents are awarded in three grades.
The first level: winner of the Chinese Skills Award, national technical expert, leader of the national skills master studio, winner of the gold, silver and bronze awards in the world skills competition, 5 before the national first level competition and 3 before the national second level competition. Those who are selected for the first level will be rewarded with 654.38+10,000 yuan for individuals and 654.38+10,000 yuan for one-time reward units for three consecutive years. Individuals bought ordinary commodity housing in Pizhou for the first time, and gave a total subsidy of 200,000 yuan in three years.
The second level: winners of provincial technical experts, leaders of provincial skill master studios, chief technicians of provincial enterprises, 6- 12 players before the national first-class competition, 4-6 players before the national second-class competition, 6 players before the provincial first-class competition, 3 players before the provincial second-class competition, and 1 players at the municipal first-class competition. Those who are selected for the second level will be rewarded with 50,000 yuan each year for three consecutive years, and their units will be rewarded with 50,000 yuan at one time. Individuals bought ordinary commercial housing in Pizhou for the first time, and gave a housing subsidy of 6.5438+0.5 million yuan in three years.
The third level: Xuzhou-level technical experts, the head of Xuzhou-level skill master studio, the chief technician of Xuzhou-level enterprises, 2-5 before the first-level competition in Xuzhou, 3 before the second-level competition in Xuzhou, the urgently needed enterprise skilled personnel who have newly obtained the professional qualification certificate of national senior technicians, and the skilled personnel with first-level technical skills or unique skills and high reputation who are urgently needed in Pizhou's industrial development. Those who are selected for the third level will be given a one-time reward of 6.5438+0.5 million yuan.
Encourage enterprises to cultivate and attract high-skilled talents.
Encourage enterprises to train and attract senior workers, technicians and senior technicians. After confirmation, enterprises will be given a one-time reward according to the standards of 2,000 yuan, 3,000 yuan and 5,000 yuan per person, and the maximum reward for each enterprise will not exceed 500,000 yuan per year.
Support enterprises to strengthen the training of high-skilled talents, explore the "apprenticeship" training mode, and grant 500,000 yuan, 200,000 yuan and 654.38+10,000 yuan to the approved national, provincial and Xuzhou-level skill master studios respectively.
Vocational skills competition subsidy
Led by the Municipal Human Resources and Social Security Bureau, with the participation of workers, young women, trade associations, enterprises and other social parties, the municipal finance will give financial subsidies of no more than 654.38+10,000 yuan.
Enterprise technical backbone talent award
For enterprises that pay taxes and social insurance premiums in full and on time according to regulations and have no bad social credit records, their core technical backbones will enjoy the treatment of technicians specified in this document after being independently identified and publicized by enterprises and confirmed by human society, economic development, taxation, market supervision, finance and other departments, and their affiliated enterprises will not enjoy the "Enterprise Training and Attracting High-skilled Talents Award".
If the local retained portion of all taxes put into storage by the enterprise in that year is more than 500,000 yuan and less than 1 10,000 yuan, it can be recognized as 1 person every year; /kloc-more than 0/10,000 yuan/kloc-less than 0/10,000 yuan, up to 2 people can be identified every year; /kloc-more than 0/00000 yuan/kloc-less than 0/00000 yuan, up to 5 people can be identified every year; If it exceeds 1 100 million yuan, it can be considered as 10 people at most every year. The local retained portion of various taxes does not include taxes collected and remitted, late fees, fines, deed taxes, farmland occupation taxes, overdue taxes, five insurances and one gold, income refund taxes of tax authorities and warehousing taxes.
Third, the conditions and ways to enjoy the policy
From June 4, 2020 to February 30, 2022, 65438+3 1, enterprises newly trained and introduced high-skilled talents, and after paying social insurance premiums in our city for six months, they can declare relevant subsidies and incentive funds. All subsidies and rewards are enjoyed according to the application, and those who fail to declare within 3 years of new training or introduction are deemed to have given up their qualifications automatically.
Public rental subsidies and rental subsidies cannot be enjoyed at the same time, and only one subsidy can be applied.
Housing subsidy refers to the subsidy that high-skilled talents and their family members can enjoy when they buy ordinary commodity housing for the first time in Pizhou within 3 years from the month of self-cultivation or new introduction. The total purchase price depends on the purchase invoice amount. Those who have enjoyed subsidies for purchasing houses for various talents are not included in the scope of this subsidy.
The vocational qualification certificate in the skill training subsidy is a vocational qualification certificate or a vocational skill level certificate, which does not limit the scope of occupation.
One-time subsidy awards and subsidies that need to be received every year according to the provisions of No.24 [2020] issued by the Commission, shall be declared and distributed annually, and the subsidy awards of the previous year shall be declared every year at 65438+ 10; Skills training subsidies are paid in full in one lump sum; Other subsidies are declared in June and 65438+February every year. If high-skilled talents leave their jobs during the subsidy period but still work in Pizhou, the subsidy will be suspended. If the new work unit meets the subsidy conditions, it needs to re-apply and continue to enjoy the subsidy after approval. The total amount of subsidy funds should be deducted from the part already enjoyed. If high-skilled talents are transferred from Pizhou during the subsidy period, the undistributed part of the subsidy funds will no longer be distributed.
After the applicant's first application is approved, if there is no change in the training and introduction of high-skilled talents, the enterprise will no longer declare and continue to give relevant subsidies according to regulations. If the imported talents leave the talent introduction enterprise or Pizhou City due to the termination of the labor contract, the talent introduction enterprise shall promptly report the personnel changes to the Municipal Human Resources and Social Security Bureau, and the human resources and social security department shall stop issuing relevant subsidies. If the changes are not reported according to the regulations, resulting in the overdue payment of talent subsidies, the overdue subsidy funds will be recovered, and the relevant units and individuals will be held accountable according to the law.
Four. Application procedure

1. Public rental housing subsidy
Newly trained and newly introduced high-skilled talents have priority to enjoy the public rental housing security with a maximum lease term of 3 years, giving 30% rental subsidies. Rental subsidies are realized in the form of preferential rental pricing for public rental housing and are no longer distributed to individuals.

The first declaration shall provide the following materials:
Materials provided by the unit: business license, tax payment certificate of the unit, social security payment certificate of high-skilled talents, labor contract signed with the applicant for more than 3 years, salary payment flow of the applicant stamped with the official seal of the unit, and summary table of application for training subsidy of high-skilled talents in Pizhou.
Materials provided by individuals: personal application form, ID card, vocational qualification certificate or vocational skill level certificate, household registration book for Pizhou high-skilled personnel training, provided by graduates of technical colleges); Apply for skills training subsidies and provide training invoices; To declare the house purchase subsidy, you also need to provide the ID card, household registration book and marriage certificate of yourself and the buyer, the house purchase contract and purchase invoice audited and filed by the municipal housing and construction department, and the property right certificate and purchase invoice of the second-hand ordinary commodity housing; If you declare the transportation allowance for visiting relatives, you also need to provide proof of non-Pizhou nationality.
3. Reward for high-skilled leading talents
The first declaration shall provide the following materials:
Company materials: business license, company tax payment certificate, social security payment certificate for high-skilled personnel, signing of labor contract for more than 3 years, applicant's salary payment process and company official seal, and Pizhou City high-skilled personnel training subsidy declaration summary table.
Personal materials: ID card, vocational qualification certificate or vocational skill level certificate, relevant honorary certificate, relevant work experience and skill level outside the city, and personal application form for introducing subsidies for high-skilled personnel training in Pizhou.
Other materials: including proof materials and deeds materials of leading talents with high skills who have made major inventions or major technological innovations, or made outstanding contributions in promoting the transformation, popularization and application of scientific and technological achievements and achieved significant economic or social benefits.
4. Vocational skills competition subsidies
The human and social departments should fill in the "Pizhou Vocational Skills Competition Subsidy Declaration Form" and report it to the financial department, and attach the competition documents at the same level.
5. Enterprise Technical Backbone Talent Award
The following materials shall be provided and uploaded for the first declaration:
Company materials: business license, company tax payment certificate, social security payment certificate of technical backbone personnel, signing of labor contract for more than 3 years, salary distribution flow with the applicant's official seal of the company, publicity of enterprise technical backbone personnel, verification form of enterprise technical backbone personnel in Pizhou, and summary table of training subsidy application for high-skilled personnel in Pizhou.
Personal materials: personal application form, ID card, vocational qualification certificate or vocational skill level certificate, household registration book, diploma of technical college, and approval form for identifying technical backbone talents of enterprises in Pizhou; Other materials to declare housing subsidies, living subsidies, rental subsidies, transportation subsidies and special subsidies shall be implemented with reference to the above provisions of this article.

Accepted by the municipal human resources and social security department, and reviewed with relevant departments and put forward a list of subsidy suggestions.
High-skilled leading talents and enterprise technical backbone talents shall be accepted by the Municipal People's Social Security Bureau after the preliminary examination, and the Municipal High-skilled Talents Evaluation Committee shall conduct a comprehensive evaluation by combining material evaluation and on-site inspection, and determine the list of selected personnel after the evaluation.

The qualified list will be published on the website of Pizhou Human Resources and Social Security Bureau and the official account of Pizhou People's Society WeChat for 7 days.
allocation of funds
1. After publicity without objection, it will be distributed through corporate bank accounts and personal social security cards.
2. Give living allowance, rental allowance and special allowance to high-skilled talents who meet the application conditions; Housing subsidies are paid in full at one time. One-time reward for enterprises where high-skilled leading talents are located. For enterprises that attract talents, "enterprise training attracts high-skilled talents", and subsidies such as transportation subsidies for high-skilled talents are paid annually. The "skills training subsidy" for individuals is paid in full at one time according to the training situation.
3. High-skilled talents who receive housing subsidies are owned by individuals and owned by the government. If you leave Pizhou or conduct a non-replacement transaction within 5 years, you need to return the subsidy in full.
4. The funds involved in these rules shall be implemented in accordance with the "Implementation Measures for the Training of Highly Skilled Talents in Pizhou City", and the required funds shall be borne by the municipal finance.

Those who have enjoyed other talent policy subsidies in our city will no longer be included in the scope of this policy subsidy. For the approved national, provincial and Xuzhou skill master studios, if the higher authorities have subsidized them, the local authorities will not repeat the subsidies.
All relevant departments should attach great importance to the cultivation and introduction of highly skilled personnel. In accordance with the relevant requirements of the application work, carefully check the application materials to be objective, fair, true, reliable, open and transparent.
Reporting units and high-skilled personnel should be honest and trustworthy when providing relevant application materials, and declare truthfully. Those who practise fraud, once verified, will be disqualified immediately, and the subsidies they have received will be recovered. The declaration of the unit or individual will not be accepted within three years, and the responsibility of the relevant units and individuals will be investigated according to law.
