Suggestions on resolving the conflict in Ukraine

20 14 Russian president Vladimir Putin, who is visiting Mongolia on September 3, said that in order to stabilize the situation in eastern Ukraine and stop the bloody conflict, both sides of the Ukrainian conflict should hold consultations immediately and conscientiously implement the following seven-point action proposal.

First, both Ukrainian government forces and eastern civilian armed forces should stop offensive military operations; Second, Ukrainian government forces should retreat to a certain safe distance to avoid the damage caused by government artillery fire to residential areas in eastern Ukraine; Third, both sides of the Ukrainian conflict should create conditions to ensure that the international community comprehensively and objectively monitors the ceasefire in eastern Ukraine; Fourth, air strikes against civilians and settlements in conflict areas are prohibited; Fifth, the parties to the conflict exchange all prisoners of war without any preconditions; Sixth, open up humanitarian channels for refugees and provide humanitarian relief materials to cities and settlements in eastern Ukraine; Seventh, send rescue teams to damaged settlements in the eastern region to restore local infrastructure and help local people prepare for winter.
