Legal Department of Urban and Rural Construction: It undertakes legal work in urban construction, planning, land and housing management, municipal administration, gardens, environmental protection, civil defense, tourism, ethnic minorities, foreign affairs and overseas Chinese affairs, and government affairs.

Department of Politics, Law, Agriculture, Forestry and Law: It undertakes legal work in finance and taxation, finance, auditing, human resources and social security, organization establishment, public security, national security, supervision, justice, civil affairs, agriculture, forestry, water conservancy, meteorology, poverty alleviation, immigration, family planning, archives, letters and visits, northern new area, bonded port area, mass organizations, etc.

Department of Culture, Education and Legal Affairs of Gongjiao: It undertakes legal work in development and reform, statistics, commerce, foreign trade, state-owned assets, industry and commerce, transportation, economic information, quality supervision, production safety, earthquake, education, science, culture, radio and television, sports, health, press and publication, etc.

Document review department: responsible for the filing of municipal government regulations in the State Council; To undertake the responsibility of the registration and filing review of the normative documents of the county (autonomous county) government and the municipal government departments, and to guide and supervise the registration and filing review of the normative documents of the county (autonomous county) government; Organize to clean up the municipal government regulations and normative documents, edit and publish the official version of the compilation of municipal government regulations and normative documents.

Law enforcement and supervision department: responsible for the inspection and special treatment of the implementation of relevant laws, regulations and rules of the municipal government; To undertake the work of coordinating disputes and problems in the implementation of laws, regulations and rules; To undertake administrative law enforcement training and administrative law enforcement qualification management, and supervise and guide the city's administrative law enforcement activities; Study the general problems in administrative law enforcement and put forward suggestions to improve the system.
