In April 2006, Giuliani supported a bill passed by the US Senate to increase the chances of obtaining citizenship and work visas. He opposed the proposal put forward by the U.S. House of Representatives because he thought that the controversial H.R. 4437 immigration bill put forward by the House of Representatives could not be implemented. However, it is reported that at a gathering with Republicans in February 2007, Giuliani said, "We need to build fences at the border, and they are high-tech." Giuliani has always stressed that he supports some illegal immigrants to obtain citizenship, but stressed that he believes that those immigrants should "show the ability to read and write English" and must be willing to integrate into American society.
