What does a naked official mean?

In order to solve the problem of naked officials, the government should strengthen the supervision and management of public officials, improve relevant laws and regulations, and intensify the crackdown on naked officials. Five types of naked officials need to be cleaned up.

3, involving military, diplomatic, public security, national security, national defense science and technology industry, confidential, organization and personnel and other important positions.

5. The spouse has moved to other posts outside the country (territory) that are not suitable for national staff.
