What do you mean by children of migrant workers?
In order to implement the spirit of the relevant documents of the Central Committee and the requirements of the Outline of the National Medium-and Long-Term Education Reform and Development Plan (20 10-2020), we now put forward the following opinions on doing a good job in taking the senior high school entrance examination and the college entrance examination (hereinafter referred to as the senior high school entrance examination) in the local area after receiving compulsory education:
First, fully understand the importance of doing a good job in the entrance examination for children of floating population.
After the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Education and other departments on Further Improving the Compulsory Education for the Children of Migrant Workers (No.78 [2003] of the State Council) was issued, all localities conscientiously implemented the policy of "focusing on the inflow government and focusing on full-time public primary and secondary schools".
The problem of children of migrant workers receiving compulsory education in the local area has been initially solved, and some places have also explored ways to take entrance examinations in the local area after receiving compulsory education.
However, with the continuous expansion of the scale of migrant workers, the number of children of migrant workers who have completed compulsory education is increasing, and the problem of entrance examination for children of migrant workers is becoming increasingly prominent. Further doing a good job in the entrance examination for migrant children of migrant workers is an objective requirement of adhering to the people-oriented principle, ensuring the right to education of migrant children of migrant workers and promoting educational equity, and is of great significance for safeguarding and improving people's livelihood, strengthening and innovating social management and maintaining social harmony.
Two, do a good job in the main principles of the entrance examination for children of floating population.
Persistence is conducive to ensuring the children of migrant workers' fair right to education and schooling opportunities, promoting the rational and orderly flow of population, taking into account the practical possibilities such as the needs of migrant workers' children for entrance examinations and the carrying capacity of educational resources in the places where the population flows in, and actively and steadily promoting the entrance examinations for migrant workers' children.
Third, according to local conditions, formulate specific policies for the entrance examination for the children who move with them.
The people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall determine the specific conditions for migrant workers to take the entrance examination in the local area according to the urban functional orientation, industrial structure layout and urban resource carrying capacity, and according to the number of years that migrant workers have legally stable jobs and legally stable residences (including leases), have participated in social insurance in accordance with state regulations, and the number of years that migrant workers' children have continuously studied in the local area.
All provinces, autonomous regions and municipalities directly under the Central Government shall, in principle, introduce the entrance examination scheme for migrant children before the end of 20 12. Beijing, Shanghai and other areas with concentrated population inflows should further find out the base number, grasp the changes of non-local registered population and the schooling situation of migrant workers' children, promptly establish and improve the management system for migrant workers, and formulate the entrance examination plan for migrant workers' children.
Four, make overall plans to do a good job in the entrance examination for children of floating population and inflow students.
The Ministry of Education and the National Development and Reform Commission take appropriate measures such as increasing the enrollment plan of colleges and universities to ensure that eligible children taking the college entrance examination in the local area will not affect the enrollment ratio of local college entrance examinations.
For the children of floating population who do not meet the conditions for taking the senior high school entrance examination in the inflow place, the outflow place and the inflow place should actively cooperate and make good policy convergence to ensure that candidates can return to the outflow place to take the senior high school entrance examination; After consultation between the outflow place and the inflow place, the conditional inflow place can provide loan services. All localities should strengthen the examination of candidates' qualifications, strictly standardize, openly and transparently implement the entrance examination policy for migrant children, and prevent "college entrance examination immigrants".
V. Strengthening organizational leadership and coordination.
All regions and relevant departments should strengthen the organization and leadership of the entrance examination for the children who move with them, clarify the division of responsibilities and cooperate closely to form a working pattern of * * * management. Around the senior high school entrance examination committee to co-ordinate the work of Suiqian children's entrance examination, the education department should, jointly with relevant departments, rationally allocate resources according to the number of Suiqian children's entrance examination, and do a good job in enrollment planning, candidate registration organization, examination implementation, enrollment and other work.
The development and reform department should incorporate the education of children of floating population into the local economic and social development plan. The public security department should strengthen the service management of the floating population and provide relevant information such as the residence of migrant workers and their accompanying children in a timely manner. Human resources and social security departments shall provide migrant workers' employment and social security information in a timely manner.
All regions and relevant departments should promptly study and solve new situations and problems in their work, and conscientiously sum up and popularize successful experiences. It is necessary to take various forms to strengthen the publicity and interpretation of the entrance examination policy for the children who move with them, do a good job of public opinion guidance, and create a good atmosphere.
Extended data:
Left-behind children refer to school-age children and adolescents who have worked outside for more than three months and stayed in their hometown where their household registration is located, and are cared for by their parents or other relatives to receive compulsory education. Children left behind by parents: Both parents work in other places and are taken care of by other relatives. Left-behind children with single parents: one parent goes out to work and is supervised by the other parent or other relatives.
20 12 In September, the Ministry of Education announced that there were more than1260,000 children in compulsory education, and there were 22 million left-behind children in compulsory education. In recent years, a series of bad "left-behind children" incidents have made people deeply analyze the psychological problems of left-behind children and increased the growth pressure of some left-behind children.
In fact, not all left-behind children have only the bad side reported. Strong and optimistic, confident and sensible, naive and lively, and playful are also the portrayal of the real life of most left-behind children.
Countermeasures for left-behind children;
First, a multi-faceted approach
The problem of left-behind children will be a long-term social problem with industrialization, urbanization and labor transfer. Solving this problem is related to the future population quality and labor force training, the coordinated development of rural economy and society, and the stability and sustainable development of society.
Adhering to the people-oriented principle and conscientiously implementing the spirit of "Several Opinions on Promoting the Construction of a New Socialist Countryside" and "Several Opinions on Strengthening the Ideological and Moral Construction of Minors" of the Central Committee must be considered and resolved from the legal and institutional levels as a whole.
1. Local governments and education departments should rationally adjust the school layout according to local actual conditions, increase the construction of boarding center schools, and let left-behind children live in schools as much as possible.
2. Establish various forms of protection networks for left-behind children. For example, establish a family monitoring network with parents as the main body, a management network with grass-roots organizations as the main body, and a school assistance network with school teachers as the main body to provide counterpart assistance to left-behind children.
3. Adjust the population management system, gradually eliminate the difference in household registration, organically combine the problem of left-behind children with the problem of schooling for children of urban migrant workers, and implement "citizen treatment" for migrant workers to fundamentally solve the problem of left-behind children.
Governments at all levels, especially the education department, should give some support and help. The government should share the educational cost of left-behind children reasonably and cancel the so-called borrowing fees and school selection fees.
Second, care is the most important.
Left-behind children are a huge group that cannot be ignored. In 2008, Guan Ying, a scholar at the Institute of Sociology of Tianjin Academy of Social Sciences, published a paper saying that according to the scale of floating population in China and the law of the ratio of street children to floating population in several typical cities, relevant officials of the Social Welfare Department of the Ministry of Civil Affairs estimated that there were about 1 10,000 street children in China. Left-behind children have become a new source, and experts say it is urgent to improve the help system.
Left-behind children, a word that attracts the attention of countless people, once again touched people's nerves.
Five boys in Bijie, Guizhou, once again touched our hearts with the sour name of "left-behind children" with their weak lives. After the incident, Bijie demanded that the left-behind children in the city should be investigated one by one immediately, and a special relief fund for left-behind children should be set up to provide material guarantee for the work of left-behind children.
Although after the sheep died, special assistance and material security were being repaired, but after all, it can also reflect the fear of life. However, for these children who grow up alone like weeds, I am afraid they lack more than material security. On the contrary, we need more practical care from parents, families, society and the country to attract attention and put it into action.
