Legal analysis: The main functions and responsibilities are:

1. Implement the principles and policies of the Party and the government for poverty alleviation and development and the construction of old liberated areas, study and formulate policies and measures for poverty alleviation and development in the county, and be responsible for organizing implementation, supervision and inspection.

2 study and formulate the overall planning and annual plan for poverty alleviation and development in the county, and be responsible for organizing the implementation.

3 to guide poor towns and key villages to carry out poverty alleviation and development work, and summarize and popularize the typical experience in poverty alleviation and development work.

In conjunction with relevant departments, plan, design, demonstrate and screen poverty alleviation and development projects, report to the county leading group for poverty alleviation and development for approval, declare to provinces and cities and strive for poverty alleviation funds, and do a good job in organizing and coordinating the project implementation.

7. In accordance with the unified arrangements of the county party committee and the county government, organize and coordinate social poverty alleviation and departmental counterpart assistance, and be responsible for the management and use of poverty alleviation funds and materials donated by all sectors of society inside and outside the county.

Article 2 The state establishes social insurance systems such as basic old-age insurance, basic medical insurance, industrial injury insurance, unemployment insurance and maternity insurance, so as to guarantee citizens' right to receive material assistance from the state and society in accordance with the law in case of old age, illness, industrial injury, unemployment and maternity.

Twenty-sixth basic medical insurance for employees, new rural cooperative medical care and basic medical insurance for urban residents shall be implemented in accordance with state regulations.

Twenty-eighth medical expenses that meet the basic medical insurance drug list, diagnosis and treatment items, medical service facilities standards and emergency treatment and rescue shall be paid by the basic medical insurance fund in accordance with state regulations.
