Legal analysis: The main functions and responsibilities are:

1. Implement the principles and policies of the Party and the government for poverty alleviation and development and the construction of old liberated areas, study and formulate policies and measures for poverty alleviation and development in the county, and be responsible for organizing implementation, supervision and inspection.
