Why did Hubei suppress Shiyan Fang County?

Inaccurate expression is not repression, but normal management. Shiyan, Hubei is an immigrant city, and Shiyan is an "immigrant city", which is managed by the government to maintain public order. Shiyan is a township in the mountainous area of northwest Hubei, formerly known as Nanping, which belongs to Yunxian County. Its name is unknown, but it has a long history.
