Legal basis: Guiding opinions of China Zhonghu people and the National Development and Reform Commission on further strengthening the follow-up support for ex situ poverty alleviation and relocation. To strengthen the follow-up support for ex situ poverty alleviation and relocation, we should focus on six aspects, including: fully solving the outstanding problems of "two worries and three guarantees" for the relocated people, effectively solving the employment problem of the relocated people, vigorously developing the follow-up industries in rural resettlement areas, comprehensively strengthening social governance in resettlement areas to promote social integration, and steadily promoting the demolition of old houses and homesteads.

In terms of improving the supporting infrastructure and public service facilities in resettlement areas, the National Development and Reform Commission of China's "Several Policies and Measures for the Follow-up Support of the People of Zhonghu in 2020" has defined three policy measures, namely: combining with the promotion of new urbanization construction, bringing large-scale urban resettlement areas and supporting facilities into the integrated planning and construction of national land and space planning; Focus on filling the shortcomings of education and medical care in large resettlement areas, and give inclined support to provinces with heavy relocation tasks when issuing investment plans within the central budget; When allocating education-related funds, we will give inclined support to the provinces with heavy relocation tasks.

In terms of strengthening industrial cultivation and employment assistance in resettlement areas, six policies and measures have been defined, namely: developing employment assistance, creating employment opportunities through multiple channels, improving the public employment service system in resettlement areas, providing special assistance to large resettlement areas with more than 10,000 people, and carrying out targeted vocational skills training; Increase the enrollment plan of vocational colleges in the eastern region for deep poverty areas such as "three districts and three States"; Guide the processing capacity of agricultural products to gather around the resettlement areas, incorporate the conditional resettlement areas into the industrial park system, and promote the establishment of a stable and close interest linkage mechanism between relocated households and poor subjects; Encourage the relocated people to achieve local employment by establishing online stores and participating in express logistics; Give play to the poverty alleviation cooperation and designated poverty alleviation mechanism between the east and the west, build a number of labor-intensive poverty alleviation workshops, and set up a number of poverty alleviation public welfare posts in resettlement areas according to local conditions; Widely absorb the relocated people to participate in the construction of ecological protection projects.

In strengthening the management of resettlement communities, three policy measures have been defined, namely, supporting local governments to build comprehensive community service facilities, strengthening the construction of community self-governing organizations in resettlement areas, and establishing and improving the governance mechanism of resettlement communities; Guide the relocated people to change their customs, and form a good fashion of neighborhood harmony, mutual assistance and love, civilization and thrift; Encourage the provinces, cities, universities and relevant units involved in poverty alleviation cooperation between the east and the west to give assistance to resettlement areas with low popularization rate of Putonghua and great popularization pressure.

In terms of protecting the legitimate rights and interests of the demolished, three policy measures have been defined, namely: orderly promoting the demolition of old houses and the reclamation of old houses bases, and registering the real estate ownership of resettlement houses; Vigorously implement the saving indicators linked to the increase or decrease of urban and rural construction land, and support the relevant policies of ex situ poverty alleviation and relocation; Support the transfer of contracted land management rights of relocated farmers and cultivate and develop industries according to local conditions.

In terms of increasing investment in work, three policy measures have been clarified, namely: when arranging special transfer payments in areas related to people's livelihood, increase the inclination of provinces with heavy follow-up support tasks and encourage provincial governments to continue to issue local government general bonds to support them; Encourage all kinds of financial institutions to actively innovate financial products, and support the follow-up industrial development in the relocation and resettlement areas and the production and life of the relocated people; Mobilize and organize central enterprises to actively participate in the construction of follow-up support projects in designated poverty alleviation counties.
