In the early days of the founding of the People's Republic of China, most of the population in the United States concentrated in the economically developed eastern coastal areas, and the residents in the west accounted for only 3% of the national population. In order to balance the development of the east and the west, the federal government promulgated three major land bills in 1784- 1787, attracting a large number of immigrants to move westward with preferential land policies. With the advancement of the "Westward Movement", the area of cultivated land is constantly expanding, and a large number of agricultural laborers who understand practical agricultural technologies are urgently needed; At that time, American higher education mainly followed the model of European universities, focusing on teaching classic academic subjects and religious courses to upper-class children, and generally ignoring practical agricultural technology education, resulting in a serious shortage of agricultural technology talents in various States. In order to adapt education to the needs of agricultural economic development, the United States Congress promulgated the Moreel Act in 1862 to promote the development of agricultural technology education in the United States.
