2. Why is the State Council's quota schedule needed?
The Immigration Law specifies the quotas for family-based immigrants and employment-based immigrants. There is no quota limit for citizens' spouses, underage unmarried children (under 2 1 year) and parents' immigrants, and the annual quota for other categories of relatives' immigrants does not exceed 500,000. The number of professional immigrants shall not exceed140,000 per year.
The immigration law also stipulates that the annual quota allocated to relatives or professional immigrants of various countries shall not exceed 7% of the total quota. As a result, the quota schedule of some large immigrant countries (such as China, Indian, Mexican and Philippine) has become very long.
