An application for adoption must be submitted directly to the Social Work Bureau of the Government of the Macao Special Administrative Region by the competent department of the country or region where the applicant habitually resides, or through an entity licensed to engage in such intermediary activities.

Documents must be submitted.

The application shall be accompanied by documents that can prove that the following requirements are met:

According to the laws of Macao, the adoption has been approved by the adoptee's parents and the adoptee aged 12. Or has met the conditions for granting exemption;

The competent authority has confirmed that the applicant is an appropriate adopter in accordance with local laws, and he can adopt minors overseas;

Local laws should allow minors and applicants to live together for a long enough time to judge whether it is appropriate to establish an adoption relationship;

Adoption will bring practical benefits to the adoptee, and based on legitimate reasons, it can be reasonably speculated that the adoption parties will establish a relationship similar to parent-child relationship;

According to local laws, adoption can have the same adoption effect as Macao law.
