"Immigration Tendency" in Canadian Visa

Are there really many people who don't really come to travel and study abroad, but want to come here to do black jobs wholeheartedly? I believe that such people, if any, are very few, because they should go to the United States next door to earn more money, and they can wait for Amnesty to gain favorable factors such as identity. Then why on earth are many people rejected because of the "purpose of the visit"?
