After Fujian and Vietnam moved northward, Ye County was recognized by the Han Dynasty in the second year of Han Dynasty (the first 85 years) and the East Captain of Zhongjing was established. The East Captain of Zhongjing moved from Ye County to Zhang 'an (Huipu), and the waiting officer was in charge of Ye County, belonging to Huiji County, and then the South Captain was established, and then Jian 'an County was formally established in the twelfth year of Jian 'an (2007). Fujian was under the military control of the dynasty.

When the Three Kingdoms belonged to the State of Wu, Jian 'an County was established, which governed Jian 'an, Nanping, Jiangle, Jianping (Jianyang), Dongping (Songxi), Zhaowu, Xing Wu (Pucheng), Houguan and Dong 'an (Nan 'an and Tongan) ***9 counties.

From the Jin and Song Dynasties to the Qi and Liang Dynasties, Fujian belonged to Yangzhou at the beginning. In the sixth year (525), Fujian administered Jian 'an, Jin 'an and Nan 'an counties, which were under the jurisdiction of East Yangzhou. During the Yongding period of Chen Dynasty (557~559), Chen Wudi established the "Zhou Min" for Chen Baoying, which was the first provincial organizational system in Fujian history.
