Can I go to Canada to reunite with my family? During the epidemic, although the Canadian government recently announced to strengthen entry control and increase entry restrictions, the Immigration Bureau indicated that relatives of temporary residents can still enter the country to reunite with their families as long as they meet the conditions, because this is defined as "necessary travel".
According to the Immigration Bureau, families of permanent residents and citizens can still visit relatives in Canada as long as their stay in Canada will exceed 15 days. "Family" here refers to spouses, cohabiting partners and dependent children.
For temporary residents, their families are still allowed to enter Canada on the grounds of "reunion with immediate family members". However, this license does not include short-term visits. Family members who are allowed to enter the country must meet the following two conditions:
They must meet the status without travel restrictions, for example, they are workers who want to work in Canada. If their own identity is still subject to travel restrictions, then they need to obtain an official written approval letter FRL before they can be allowed to enter the country;
Family members from foreign countries must have non-discretionary reasons to come to Canada. Their necessary reasons will be evaluated by immigration officials, who will decide whether to issue a written approval letter FRL. In order to obtain this approval letter, you must have enough evidence to prove to the border inspection official that your trip is indispensable, and whether you can enter Canada is ultimately decided by the border inspection official. If they find the information controversial, they will be able to exercise their discretion. Family members from the United States do not need FRL approval letters, but they still need to prove that their trip to Canada is to live with temporary residents.
When the Immigration Bureau decides who to send the FRL approval letter to, their first consideration is whether the applicant's purpose of entering Canada is not arbitrary.
For families of temporary residents, usually their purpose must be to reunite with their relatives in Canada, and their stay will be quite long. For example, a spouse who has worked in Canada for one year can apply to live in Canada with his family at the same time. It is worth mentioning that you don't need to visit temporary residents to live temporarily in Canada.
How does the Immigration Bureau decide who can get the FRL approval letter?
Immigration advised relatives to book air tickets after receiving the written approval letter from FRL. If you are from a country other than the United States, the boarding requirements include:
Hold a valid temporary tourist visa or eTA
A valid passport;
Tell the airline that you are not bound by travel restrictions;
Possession can prove to the immigration officer that there is a necessary reason to enter Canada. If they think your trip is unnecessary, then you will be refused entry.
The airline has confirmed your health, and you have no COVID-19 symptoms such as fever, cough or dyspnea.
The airline at the origin will also measure your travel feasibility. If they send you to Canada, but the border officials think your documents are not suitable, then they have the right to charge the airline a management fee of 3,200 Canadian dollars.
At the same time, you must also show your 14-day quarantine plan to the border inspection officer and download the software of ArriveCAN mobile phone. Immigrants must also provide proof of negative COVID-19 test.
