Which is better in education, immigration and life, Wellington, New Zealand or Toronto, Canada?

Personally, I think Canada is better in education system and education. As an immigrant country, Canada has less land and abundant resources, but it is the second largest country in the world with a population of only 30 million! So its immigration policies in all provinces are very good! As far as the education system is concerned, it combines the education systems of the Commonwealth and North America. It is the most advanced educational knowledge, but its cost performance is far lower than that of Britain and America. Universities in Canada are basically directly managed by the public government, so it is better to add another aspect.
