My humble opinion on the development of Lianyungang

I recently read an online article "Five Strategies of China City". The conclusion of the article is wonderful: the rise and fall of a city and even a metropolitan area depends on the following subjective and dynamic factors besides objective factors such as location, transportation, resources and industrial base:

The first is the national strategy. How to follow the trend and block national strategies, such as "One Belt and One Road" initiative, Lanxi urban agglomeration development strategy, Yellow River basin ecological protection and high-quality development strategy, cultural revitalization strategy, rural revitalization strategy, "double carbon" strategy and so on.

Second, the will of the government. Can the person in charge of the local government find their own city positioning, focus on effective strategies, do a good job of planning and planning first, and then fall into planning and planning, and carry out a blueprint to the end?

The third is innovation breakthrough. Can we jump out of the thinking inertia of GDP first and traditional investment attraction, bravely promote the innovation of development model and the transformation of old and new kinetic energy, fully mobilize the forces of society and market, and vigorously stimulate entrepreneurship?

The fourth is urban marketing. Whether to attach importance to city soft power, enhance the charm of the city, refresh social cognition through effective communication, and attract all kinds of resources near and far.

The development of a metropolis depends on the subjective efforts of the above four aspects, and the development of the same county can also be exerted from the above four aspects. From this, I think of Honggu District of Lanzhou City, where we have lived and worked for many years, and the development of Haishiwan and Yaojie. As a suburb of Lanzhou, which is located in the northwest, how to plan the layout, then innovate and break through, and realize the development and rise is what every ancient red man should pay attention to. I remember that the position of Honggu District Government for Honggu District is: Lanzhou-one of the node cities of Xining urban agglomeration, and the integrated development of Lanzhou-Xining has become a national strategy. Focusing on the goal of building "an important node city of Lanxi urban agglomeration", the Honggu District Committee and Government put forward "the ecological security barrier zone in the upper reaches of the Yellow River; Demonstration base for recycling resources; An important transportation fulcrum and modern logistics base of Gansu-Qingdao Grand Passage; Lanxi Gold Station of the National Gansu-Qinghai-Tibet Tourism Belt; Lanxi Urban Agglomeration Integrated Development Demonstration Zone ",and then focus on comprehensively deepening reforms, and strive to build an important node city of Lanxi Urban Agglomeration and a demonstration zone for regional cooperation, innovation and development in Gansu and Qinghai.

The goal put forward by Honggu District is not only moderate, but also in line with the strategic layout of the overall development of the country and the local reality of Honggu District. But how to match the pulse with the advantages and bottlenecks of local development, and then integrate various local resources into various kinetic energy and engines to promote local development; Whether the strategic plan can be implemented and whether the local economy and society can take off. This has become the touchstone for considering the collective wisdom and execution of local party committees and governments.

I have lived in Honggu for 30 years, and my 30 years have also been devoted to my work, contributing to the development of Honggu District. In these 30 years, I have also witnessed the reform, opening up and development of Honggu District. Honggu District has a unique location, transportation, water conservancy and human and natural resources. After 30 years of development, Honggu District, especially Haishiwan Town, as a node city of Lanzhou-Xining urban agglomeration, has begun to take shape, and has accumulated conditions for re-emergence in urban construction, infrastructure, location advantages, manpower and material resources. But there are still many bottlenecks in its further development. This bottleneck is that Honggu District is not big enough in economic volume and population resources, and its external radiation and influence are not strong enough. The registered population in the administrative area of Honggu District is only143,000, while that in Haishiwan City is only about 50,000, which is not enough to support the development and rise of node cities in Lanzhou-Xining urban agglomeration. Haishiwan Town and Yaojie Town, which used to be the two major development leaders in Honggu District, are the biggest bottlenecks in their development, with too few economic resources and population and weak development potential.

The first is Haishiwan. After Honggu District Government 1989 moved to Haishiwan, Haishiwan, as the administrative center of Honggu District, has undergone earth-shaking changes in economy, culture, infrastructure and city scale after 30 years of construction. In terms of urban construction, the "four vertical and four horizontal" urban framework of Haishiwan has been completed, and urban construction is changing with each passing day. The northern part of Haishiwan presents the appearance of a new city. The completion of Chuanhai Bridge and Tuanjie Bridge across Huangshui River has connected Haishiwan and Minhe and Chuankou towns in Haidong, Qinghai, and promoted the integrated exchange and development of the two places. The completion and opening of Binhe Road in Haishiwan South District has opened the framework for the development of the South District. However, in the process of rapid development, the further development of Haishiwan is facing the problem of insufficient stamina. The vacancy rate of a large number of newly developed buildings in Haishiwan is getting higher and higher, and a large number of new trade shops are idle. In recent years, the housing price growth in Haishiwan is weak and there is a risk of falling. On the other side of Huangshui River is Minhe County, Qinghai Province, with a population of more than 400,000. The house price of Chuanyuan New District in Chuankou Town, where Minhe County is located, has exceeded 7,000 yuan, which is 2,000 yuan higher than Haishiwan on average. After the opening of Binhe Road in Haishiwan South District, Shihai Independent Middle School and Honggu District People's Hospital will be moved to Binhe Road in Haishiwan South District. Haishiwan South District and Minhe Chuanyuan New District are separated by a river, and the distance is very close. At present, buses have been opened in the two places. Through Chuanhai Bridge and Tuanjie Bridge, Haishiwan and Minhe Chuankou Town are more closely linked. The next development of Haishiwan should be to improve the soft and hard environment and attract people from Hongguchuan District and Minhe County to live and invest in Haishiwan, so as to settle down and start a business. It should be said that in addition to Hongguchuan District and Yaojie, the huge population stock of Minhe County nearby is the resource stock and potential for the next development of Haishiwan. How to attract residents around Haishiwan and Minhe County to live and invest in Haishiwan will be a big topic and article. How to break down the barriers and obstacles of administrative divisions between the two provinces, how to realize the voluntary freedom of resources and population migration between the two places, how to integrate the policies of education and medical care between the two places, how to develop the resources of the two places and realize the integration of policies between the two places is a very realistic problem faced by the residents and governments of the two places, and it is also a touchstone to consider the wisdom and courage of party and government leaders in Honggu District. Haishiwan is connected with the mountains and rivers of Minhe County and is located in the hinterland of Hehuang. Since ancient times, they have the same roots, blood ties and human connections. People's humanities and economic and trade exchanges have been heard since ancient times. Artificial administrative division has become an obstacle to the interconnection and integration of the two places. How to innovate thinking, break down the barriers of administrative divisions and realize the long-term integration and in-depth development of the two places is the most important factor and the only opportunity to determine whether Honggu can rise again in the future. It can be boldly imagined that if the leaders of the two places are courageous and dare to take responsibility, they will definitely actively strive for policy support from Gansu and Qinghai provinces and the central government. Or simply delimit Honggu District and Minhe County respectively and set up a special economic zone-Chuanhai City. The central government will give special support policies. I believe that a prosperous new special economic zone will rise at the junction of Gansu and Qinghai provinces in the near future. This will also open up a new road for the integration, cooperation and development of Gansu and Qinghai provinces and set a new example and benchmark.

Let's talk about Yaojie Town again. At that time, Yaojie Town was revitalized by the development of coal resources. In its heyday, Yaojie Town was prosperous in commerce and trade, with dense factories and mines and rich resources. The local permanent and floating population is close to 654.38+million, which is called "the largest town in Long Yuan" and is called "Little Hong Kong" by the people. After entering the 2 1 century, the coal resources in Yaojie area are almost exhausted, especially after the state closed nearly 30 local private small coal mines for environmental protection and resource integration, Yaojie area lacks the engine to promote local economic development. A large number of people have moved out, and the Yaojie area is declining. On 20 10, the Honggu District Government won the national "Transformation and Development of Resource-exhausted Cities" project for Yaojie District, and won a lot of funds and policy support for the reclamation and greening of coal mining subsidence areas in Yaojie Mining Area, the optimization of ecological environment and the transformation of residential shanty towns. After nearly ten years of transformation and development, the Yaojie area has initially changed the face of dust and old houses everywhere. Since 20021,Honggu district government has vigorously implemented the ecological environment improvement project in Yaojie area. Today's kiln street is You Lan, the road is wide and the street is clean. At that time, the coal mining subsidence area has now been transformed into a large-scale green park, a large residential area along the river in Yaojie, with bright windows and beautiful environment. Yaojie area has begun to reproduce the scenery of "Datong Riverside Garden".

However, the current kiln street still faces the problem of insufficient popularity, and a large number of people move out. Although Yaojie area is located on the banks of Datong River, it has perfect urban hydropower network infrastructure, clean and bright riverside communities, and a large number of gardens with red flowers and green trees. However, a large number of people have moved out of the Yaojie area, and the permanent population is less than 30,000. The collapse of house prices, the exhaustion of commerce and trade, and the lack of economic growth have become the biggest constraints and bottlenecks for the development and rise of kiln street.

Yaojie area is adjacent to Minhe in Qinghai, Heqiao Town and Qishan Township in Yongdeng, Gansu, and the adjacent places are Ledu in Qinghai, Liancheng, Minle and Tong Yuan Town in Yongdeng, Gansu. In addition to the superior natural conditions along the Datong River, most of these places are fragile places with poor natural ecological conditions. In many places, there are deep mountains and canyons, and the living conditions of local residents are poor. If Honggu District strives for national policy support and organizes a large number of rural residents in neighboring counties, towns and villages around Yaojie to settle in Yaojie, the state will give certain industrial subsidies so that the relocated residents can move out, live, stay and have industries. Make the relocated residents have the ability and conditions to buy existing houses in Yaojie area and settle down. It can revitalize the existing educational and medical resources in Yaojie area. After the population growth in Yaojie area resumes, the state will give some support to the industrial development in Yaojie area, make full use of the superior water conservancy, transportation and industrial foundation in Yaojie area, vigorously develop idle land resources in Yaojie area, develop efficient suburban agriculture, commerce and tourism industries, and appropriately develop modern industries according to local conditions, so that residents in Yaojie area can have houses, roads, places to work and start businesses, support their families and get rich. The relocation of residents in Yaojie area has become the kinetic energy to promote the redevelopment and prosperity of Yaojie. The original residences of the newly relocated residents in Yaojie are all ecologically fragile mountainous areas. After the original residents move out, the state can protect the local mountain grass, close off mountains and grass to facilitate afforestation and restore the local ecology. According to the local ecological carrying capacity, appropriately retain the population and moderately develop the aquaculture industry.

It can be imagined that when the Yaojie area is ecologically restored and becomes a "big garden" suitable for living and traveling, when the Yaojie area accepts a large number of ecological immigrants from surrounding areas, the population will resume growth, the local idle residential properties will be revitalized, and the original educational and medical resources in Yaojie area will be fully utilized. With the help of population growth, Yaojie area develops modern suburban agriculture, develops industries such as industry and commerce, and once again realizes population density and industrial prosperity. A large number of foreign tourists go to reed flute cave Gate, Lianchengtou Lugou and Huzhu Beishan in Qinghai through Yaojie. They rest and live here through Yaojie, supply materials, and stay here for a short time for leisure and sightseeing. Yaojie has become a veritable tourist gold station on Ganqing Line. By then, a new and popular "Long Yuan No.1 Town" will rise again.
