If the United States colonizes Iraq, will it provide medical insurance for Iraqis?

American federal laws are only valid for federal members (states or special zones). Even if Iraq becomes a colony of the United States, Iraq will have its own laws. The laws of the United States federal universal health insurance do not apply to colonies unless it becomes a member of the Federation.

As far as Iraq is concerned, I don't think many Americans will choose to live there, so colonization is impossible.

The United States is an immigrant country, and people's recognition of the country is very different from ours. Many questions of Americans in the "patriotic" census are designed around "How much do you love American society and living environment". They won't directly ask whether you are patriotic, but whether you will choose to live in America. Therefore, it is difficult for Americans to recognize Iraq as a member of the Federation unless the political and social environment in Iraq has been greatly improved.
