Main responsibilities of Shandong Provincial Water Resources Department

(a) to implement the national guidelines, policies, laws and regulations on water conservancy work, formulate the province's water conservancy development strategy, long-term planning and annual plan, organize the drafting of laws, regulations and policies on water conservancy work in the province, and supervise the implementation.

(two) unified management of water resources (atmospheric water, surface water and groundwater). Organize the formulation of long-term supply and demand plans and water distribution plans in the whole province and across cities and supervise their implementation; Organizing the water resources and flood control demonstration of the overall national economic planning, urban planning and key construction projects; Organize the implementation of the water permit system and the water resource fee collection system; Release the bulletin of water resources and water quality monitoring in the whole province; Manage the hydrological work in the whole province.

(3) Formulating policies, plans and standards for water conservation, and organizing, guiding and supervising water conservation.

(four) according to the relevant laws, regulations and standards of national resources and environmental protection, formulate the province's water resources protection plan; Organize the division of water functional areas and the control of sewage discharge to drinking water sources and other waters; Monitor the quantity and quality of surface water and groundwater, and verify the water pollution capacity; Put forward opinions on limiting the total discharge of pollutants; The construction and expansion of sewage outlets that discharge pollutants into waters shall be subject to the prior consent of the water administrative department.

(five) to organize and guide water administrative supervision and water administrative law enforcement; Coordinating and arbitrating water disputes between departments and cities; Entrusted by the provincial government, coordinate and handle inter-provincial water disputes.

(six) to formulate economic adjustment measures for the water conservancy industry; Macro-control the use of water conservancy funds; To guide the water supply, hydropower and diversification of water conservancy industry; Guide the poverty alleviation work of immigrants in the reservoir area; To study and put forward opinions on price, tax, credit, finance and other water conservancy economic adjustment.

(seven) to prepare and review the proposal and feasibility report of large and medium-sized water conservancy capital construction projects in the province; Organize water conservancy scientific research and technology popularization; To organize the formulation of technical quality standards for water conservancy industry and supervise the implementation of laws and regulations on water conservancy projects; Responsible for the administrative supervision of water conservancy project bidding activities.

(eight) to organize and guide the management and protection of water conservancy facilities, waters, rivers and their coastlines; Organize and guide the management and development of large rivers, lakes, reservoirs, estuaries, beaches and seawalls; Organize the construction and management of important water conservancy projects that are controlled or cross-city; Organize and guide the safety supervision of reservoir dams.

(nine) to guide the rural water conservancy work; Organize and coordinate the basic construction of farmland water conservancy, drinking water for people and livestock, water-saving irrigation and water supply for villages and towns.

(ten) responsible for water conservancy science and technology and foreign affairs; Guide the construction of water conservancy teams in the province.

(eleven) to organize and guide the work of soil and water conservation in the province; To study and formulate soil and water conservation zoning, plan and supervise the implementation, and organize soil erosion monitoring and comprehensive prevention and control; Undertake the daily work of the leading group for water resources saving and soil and water conservation.

(twelve) to undertake the daily work of the provincial flood control and drought relief headquarters, organize, coordinate, supervise and guide the flood control and drought relief work in the whole province, and implement the flood control and drought relief dispatching of large rivers, lakes, reservoirs and important water conservancy projects.

(thirteen) to undertake other tasks assigned by the provincial party committee and the provincial government.
