Wang Zhenyu first aimed at the Ministry of Education's "Notice on Doing a Good Job in Examining Candidates' Registration Qualification in the National Unified Examination for Enrollment of Ordinary Colleges and Universities". In his view, the notice issued by the Ministry of Education aimed at cracking down on "college entrance examination immigrants" deprived the children of "green cards" of their right to education, and the provision of "double identification of household registration and school status" not only prevented "college entrance examination immigrants" but also hurt the children of those who mistakenly held "green cards".

On August 8th this year, on behalf of parents, Wang Zhenyu submitted to the Ministry of Education "Suggestions on Solving the Difficulties of Non-local Household Registration Candidates in College Entrance Examination", proposing that the Ministry of Education has no right to explain and restrict citizens' basic right to education, and asked the Ministry of Education to demonstrate and investigate the legality of the notice, thus giving a solution to the difficulties of non-"college entrance examination immigrants".

This means that the personnel bureau has made a serious and formal commitment to the public and the holders of the "green card", and "coordinating with relevant departments" is both a right and an obligation. There is no doubt that the admission of children with "green card" in the college entrance examination is a "problem in the implementation of opinions", which is precisely a problem that needs to be solved by the Personnel Bureau in cooperation with relevant departments.
