Only those who have graduated from high school (equivalent to the sixth grade of middle school) and meet the following registration conditions can apply: overseas Chinese candidates, candidates themselves and one of their parents must obtain long-term or permanent residency in the country of residence, and have lived in the country for two consecutive years, with a cumulative residence of not less than 18 months in two years.

Candidates who have not obtained long-term or permanent residency in their country or their parents who have obtained legal residency in their country for more than five consecutive years (including five years) and have lived in their country for not less than 30 months within five years may also participate in the registration. China citizens are not regarded as overseas Chinese during their study abroad (including public schools and at their own expense), or during their work abroad on business (including expatriate laborers).
