Who says Japan, Nordic people have high quality?

Japanese people are world-leading in education, comparable to Germany and Switzerland, but their high education and quality are sometimes not equal-when I went to Japan on business, I saw Japanese people drinking alcohol at night more than once and stood on the road to pee, and even saw people drinking while driving.
