Do immigrants from Quebec, Canada need immigration supervision?

Immigration supervision is the same in all provinces of Canada. Permanent resident status, also known as maple leaf card, requires that the holder must live in Canada for two years within five years, or he will lose his permanent resident status. The holder can actually live in Canada, or live overseas with a spouse with Canadian nationality, or be employed by a Canadian company or government agency to work overseas. All three ways can be regarded as living in Canada. Canada's policy against fraud is very strict.

In order to become a Canadian citizen, the existing policy requires that you have lived in Canada for at least three years in the four years before submitting your application. However, the naturalization law reform bill came out, requiring that you live for four years within six years, and the schedule is long, and you can speak fluent English or French.
