Shi Shikui, director of the Planning Department of the Provincial Water Resources Department, said that Henan will focus on major water conservancy projects and weak links in flood control, and build a modern water network with natural rivers and lakes, major water transfer projects and backbone water transmission and distribution channels as the "outline", regional river-lake connection projects and water supply channels as the "purpose" and storage regulation projects as the "knot", further enhancing the overall water resources allocation capacity, water supply security capacity and strategic reserve capacity of our province. Adhere to the principle of "project is king", and highlight the implementation of 25 major water conservancy projects, with an estimated total investment of 184 1 billion yuan. Among the 25 major water conservancy projects, 654,330 projects were started in 20021year, including Xinyang Yuanwan Reservoir, Sanmenxia Reservoir of the Yellow River, Jia Luhe Comprehensive Control, Jinshui River Control in Zhengzhou City, Baiguochong Reservoir in Gushi County, water supply in the east of Ryan City, four modernizations of rural water supply in Henan Province, modernization of large irrigation areas, Lu Jin (Wanji) Reservoir in Sanmenxia, and Xinzheng Cannon storage project in the middle route of South-to-North Water Transfer Project, etc.

It is planned to start seven projects before the end of 2022, such as harnessing key plains and depressions in Huaihe River basin, comprehensive harnessing of flood control in Jia Luhe (Zhengzhou section) basin, follow-up project of flood control impact control in the middle route of South-to-North Water Transfer Project, reinforcement of dangerous reservoirs, renovation of diversion culvert in the lower Yellow River, west-to-east gas transmission in Zhengzhou City, and water diversion from the Yellow River.

After 2022, it is planned to start eight projects, including the expansion of Pingdingshan Zhaopingtai Reservoir (Xiatang Reservoir), Nanyang Hanshan Reservoir, comprehensive management of Weihe River main canal basin, flood control in the lower reaches of the Yellow River during the 14th Five-Year Plan period, Qianping Reservoir irrigation area in the province, Luoyang Guxian Reservoir irrigation area, Hebi Yuquan storage project in the middle route of South-to-North Water Transfer Project, and Shatuo Lake storage project in Yuzhou in the middle route of South-to-North Water Transfer Project.

In terms of short board, it will speed up the construction of weak links in flood control. During the Tenth Five-Year Plan period, Luo Yi, Weihe River, Beiru River, Tangbaihe River, Sha Ying and other important tributaries and 2,725 kilometers of small and medium-sized rivers will be regulated simultaneously, and the construction of weak flood control links such as reinforcement of dangerous reservoirs will be promoted. At the same time, strengthen multi-channel financing to ensure the smooth implementation of major project planning.
