Notice of the General Office of the People's Government of Xinjiang Uygur Autonomous Region on Issuing the Interim Provisions on the Administration of Fireworks and Firecrackers in Xinjiang Uygur Autonomous Region Chapter I General Provisions Article 1 In order to strengthen the operation and management of fireworks and firecrackers in our region, prevent the occurrence of fires and other accidents, and ensure the safety of life and property of the state and people, these provisions are formulated in accordance with the spirit of the Interim Provisions of the Ministry of Commerce and the Ministry of Public Security on the Safety Operation and Management of Fireworks and Firecrackers in Commercial and Supply and Marketing Cooperative Systems and in combination with the actual situation in our region. Article 2 Enterprises engaged in the purchase, transportation, storage and sale of fireworks and firecrackers within the administrative area of the autonomous region must abide by these provisions. Third supply and marketing cooperatives at or above the county level are the competent departments of fireworks and firecrackers. The wholesale business of fireworks and firecrackers is managed by the daily groceries companies of supply and marketing cooperatives at all levels, and the supply and marketing cooperatives shall not operate in multiple positions. Other units and individual industrial and commercial households shall not engage in the wholesale business of fireworks and firecrackers. Fourth fireworks business departments should adhere to the principle of "safety first, prevention first", formulate a strict safety management system, establish and improve the post responsibility system at all levels, and implement comprehensive safety management. Article 5 Professionals engaged in the purchase, transportation, storage and sale of fireworks and firecrackers must receive safety education and technical training before taking up their posts. Sixth supply and marketing cooperatives at all levels should be clear about the person responsible for the safety management of fireworks and firecrackers, and actively cooperate with the public security and industrial and commercial administrative departments to implement safety management, supervision and inspection of the local fireworks and firecrackers market. Chapter II Acquisition Management Article 7 Daily groceries companies at all levels are the acquisition units of real estate fireworks and firecrackers, and should make a good connection between production and demand. Fireworks and firecrackers factories in the area should be produced strictly according to the plan, and finished or semi-finished products cannot be purchased from outside the area. Raw materials purchased from outside the region shall be uniformly examined and approved by the public security department of the autonomous region and purchased at designated locations. Eighth production and purchase of fireworks must be carried out in strict accordance with the national safety and quality standards, and the quality must be guaranteed. All products whose safety and quality do not meet the standards prescribed by the state, as well as products produced by enterprises without safety production licenses for explosives, shall not be purchased. Ninth tobacco firecrackers appearance, quality, packaging and other safety and quality testing, should be strictly in accordance with the standards prescribed by the state.

Personnel engaged in the purchase, inspection, packaging and processing of fireworks and firecrackers must strictly abide by various rules and regulations. Chapter III Procurement Management Article 10 The purchase of fireworks and firecrackers from outside the region shall be managed by the supply and marketing cooperative daily necessities company of the autonomous region, and the designated procurement system shall be strictly implemented. Article 12 Before purchasing fireworks and firecrackers from outside the autonomous region, the daily groceries company of the autonomous region should make a good market forecast, formulate a plan for purchasing quantity and variety, report it to the public security department of the autonomous region for approval, and uniformly arrange the supply of urban and rural markets. Chapter IV Storage Management Article 13 A special warehouse must be set up to store fireworks and firecrackers, and it is strictly forbidden to mix them with other commodities. Fireworks warehouse must meet the requirements of relevant national safety regulations. And apply to the local public security organ for a storage permit for explosives. Fire prevention, explosion-proof, lightning protection, anti-static, moisture-proof, anti-theft, fire fighting, alarm and other equipment in the reservoir area should be complete and effective, the safe passage should be smooth, and there should be eye-catching danger signs. Fourteenth fireworks warehouse should have strict storage system, fire control system, storage system and safety system. Custodians should implement post responsibility system. Fifteenth all kinds of motor vehicles entering the reservoir area must be equipped with Mars fire extinguishing device (fire cover) and parked at the designated place. When loading and unloading fireworks and firecrackers, the storage personnel should supervise the loading and unloading, so as to handle them with care, and not to drop, push, drag, bump or rub them. Chapter V Transportation Management Article 16 When transporting fireworks and firecrackers, the regulations of the state and the autonomous region on the transportation of fireworks and firecrackers must be strictly implemented (Order No.9 1992 and Document No.223 1992 issued by six ministries and commissions of the State). Seventeenth railway transport fireworks must use boxcars, fill in the waybill to indicate the number of dangerous goods stipulated by the state and prohibit slipping. Eighteenth road transport of fireworks and firecrackers, must be firmly tied with shed cloth, affixed with dangerous goods signs and numbers, special car transport, escort. Chapter VI Sales Management Article 19 Daily-use sundry goods companies at all levels must meet the conditions for safe storage and operation, hold the explosives sales license and storage license issued by the public security department, and be approved and registered by the administrative department for industry and commerce before engaging in the wholesale business of fireworks and firecrackers. Twentieth fireworks retail outlets, should follow the principle of "ensuring safety and convenience for the masses", by the supply and marketing cooperatives daily necessities company and the public security department according to the safety operating conditions for audit. For retail shops and individual merchants that have been approved to operate fireworks and firecrackers, the public security department shall issue a sales license for explosives and issue a business license after examination and approval by the administrative department for industry and commerce. Twenty-first retail stores and individual merchants approved to operate fireworks and firecrackers must purchase goods from local wholesale enterprises. It is strictly forbidden to purchase goods directly from manufacturers or other departments (or sell them on a commission basis), and it is strictly forbidden to purchase unqualified products and varieties explicitly prohibited by the public security department.
