Units and individuals that develop state-owned wasteland can transfer (lease), mortgage and inherit the land use right in accordance with the law with the approval of the administrative department of land and resources at or above the division (city), and can apply for paid renewal after the expiration of the land use right.

after accepting the application for the development of state-owned wasteland, the land and resources department of Tuanchang should do a good job in the preliminary examination of the application for the approval of the development of wasteland, verify the ownership, land type, scope and area of the development wasteland, and check the land use basis and development plan. To meet the conditions, timely organize the materials for approval, fill in the Report on the Development of State-owned Wasteland in the Corps (to be formulated separately by the Land and Resources Bureau of the Corps), and put forward preliminary opinions to the administrative department of land and resources of the division (city) after signing the opinions. The administrative department of land and resources of the Corps shall organize relevant departments to conduct a comprehensive review of the development land materials that need to be submitted to the Corps, the people's government of the autonomous region and the State Council. If the materials meet the requirements, a written review opinion shall be issued, together with the review opinions of relevant departments, and submitted to the Corps for approval.

In order to scientifically and reasonably develop and utilize the state-owned wasteland and standardize the administration of examination and approval of the development of state-owned wasteland in the Corps, these Provisions are formulated in accordance with the land management laws and regulations of the state and autonomous regions and the relevant provisions of the Corps.
