On September 12, the Inter-Ministerial Decree No.678 was published in the Official Gazette of the Brazilian Federal Government, which changed the entry policy for foreign tourists.

With the approval of the State Health Supervision Bureau, starting from 12, passengers of Brazilian nationality and foreign nationality who enter Brazil by plane only need to show COVID-19 vaccination certificate or COVID-19 negative test report within 24 hours before boarding the plane.

Previously, Brazilian and foreign tourists were required to show COVID-19 vaccination certificates when they entered the country (except those who could not be vaccinated after being certified by doctors). According to the new regulations, people who have not been vaccinated can enter the country as long as they produce negative reports of COVID-19 blood test, COVID-19 nucleic acid test or COVID-19 antigen test.

Anvisa stressed that the new policy has relaxed the current entry restrictions and improved the possibility of passengers entering the country.

The agency also mentioned that unvaccinated people who have been diagnosed with COVID-19 virus in the past three months and whose test results are still positive must produce two consecutive COVID-19 nucleic acid test reports to prove that they are asymptomatic and can travel. The new entry rules do not apply to children under 12 years old, cargo transport workers, aircraft crew and groups at high risk of infection due to immigration.

In addition, if you enter the country by land, passengers must show the required documents to the staff at the border management station or the international road and railway passenger service agency.
