Opinions on doing a good job in taking the entrance examination in Yunnan after the accompanying children receive compulsory education.

In order to implement the spirit of educational development planning, according to the requirements of the Notice of the General Office of the State Council on Forwarding the Opinions of the Ministry of Education and Other Departments on Doing a Good Job in the Entrance Examination for Migrant Workers' Children after Receiving Compulsory Education (Guo Ban Fa [2065438+02] No.46), combined with the actual situation in Yunnan, from the perspective of safeguarding and improving people's livelihood, we will strengthen and innovate social management, maintain social stability, promote educational equity and guarantee the right of migrant workers' children to education. Now we will do a good job in taking the entrance examination in Yunnan after the accompanying children receive compulsory education, and put forward the following implementation opinions:

First, the children who move with them can take the junior high school level examination in the inflow area.

During the period of receiving nine-year compulsory education in the inflow area, the accompanying children can take the academic level examination for junior high school students in the inflow area. Those who pass the academic level examination (including the examination) and the comprehensive quality evaluation are qualified, and the nine-year compulsory education certificate will be issued by the county-level education administrative department at the registration point. Academic proficiency test scores are also valid in Yunnan Province. Academic performance is the main basis for high school enrollment, and comprehensive quality evaluation is an important basis for high school enrollment.

Second, the requirements for the accompanying children to participate in the admission of ordinary high schools in the inflow areas.

Starting from the seventh-grade freshmen who entered the school in the fall semester of 20 12, the children who moved with them have completely received junior high school education in the inflow area and obtained three consecutive years of school status. According to my wishes, I can choose to go back to my domicile or have the conditions to attend the ordinary high school in the inflow place.

Those who have not fully received junior high school education for three years in the inflow area, that is, those who have not obtained a student status for three consecutive years (except for the normal job transfer of their parents), can only go back to their domicile to participate in ordinary high school enrollment. The specific admission measures shall be formulated by the education administrative departments of each state (city). According to the enrollment plan, the local high-quality high school education resources, the distribution number of the accompanying children, the city's functional orientation and industrial structure layout, as well as the legal and stable employment, legal and stable residence (including lease) and the number of years of participating in social insurance according to the national regulations, all States (cities) should include the accompanying children in the plan according to the unified requirements of the whole province, and introduce it in 20 13 years.

Three, the accompanying children can attend secondary vocational schools in the inflow area.

All children with junior high school or equivalent education can enter secondary vocational schools (vocational high schools, technical secondary schools and technical schools) in the inflow areas.

Fourth, eligible children can participate in the college entrance examination and admission conditions in Yunnan Province.

Anyone who meets one of the following conditions can participate in the college entrance examination in Yunnan Province:

(1) Candidates' household registration and parents' household registration are in Yunnan, and candidates themselves are in the cloud.

Three-year students in South High School study for three years. Candidates have registered in Yunnan for three years.

(2) The candidate's father (mother) is due to the normal transfer of public office or troops, and the candidate himself enters the household.

Ji had settled in Yunnan with his parents before the college entrance examination in Yunnan.

(3) Candidates' parents are engaged in high-tech industries and new product development in Yunnan.

For the scientific and technological talents introduced for Yunnan's scientific and technological development and economic construction, the candidates' household registration has been settled in Yunnan with their parents before the college entrance examination in Yunnan. At the time of registration, the original high-tech new product development and production appraisal issued by Yunnan Science and Technology Department, Yunnan Industry and Information Committee and Yunnan Development and Reform Commission must be issued.

(4) Vocational skill education at or above secondary school (including secondary school) introduced by the candidate's father (mother)

Technicians and candidates have settled in Yunnan with their parents before registering for the college entrance examination in Yunnan. At the time of registration, the original approval of the personnel department at or above the county level for the introduction of talents and the original professional and technical titles must be issued by the parents of the candidates.

(5) If the parents of candidates come to Yunnan to invest and operate enterprises, they will be in Kunming, Yunnan.

Those who invest more than 5 million yuan in Ming City, more than 3 million yuan in underdeveloped areas in Yunnan, more than 2 million yuan in border counties, counties that implement border policies and poverty-stricken counties in Yunnan (the original capital verification of local banks and the original enterprise registration license of the administrative department for industry and commerce, the original materials of joint-stock cooperation, the original enterprise fixed assets account table and the project construction planning materials must be presented), the candidates and their parents have Yunnan household registration, and the candidates are enrolled in high school in Yunnan.

(6) Candidates have a Yunnan household registration, have a six-year student status in junior high school and senior high school in Yunnan, and have studied for six years. Candidates' parents have a legally stable occupation and a legally stable residence (including lease) in Yunnan for six years, and have a "Yunnan Residence Permit" and social security payment records.

5. The accompanying children can apply for colleges and universities in Yunnan Province.

Candidates' household registration has been transferred to Yunnan for three years, and they have a three-year high school status in Yunnan and studied for three years. Candidates' parents have a legally stable occupation and a legally stable residence (including lease) in Yunnan for three years, and have a "Yunnan Residence Permit" and social security payment records.

Six, children can apply for the third batch of undergraduate colleges or higher vocational colleges.

Children of floating population who study in Yunnan but have not moved to Yunnan can apply for the third batch of undergraduate colleges or higher vocational colleges.

Seven, the conditions for children to apply for higher vocational colleges in Yunnan Province.

Graduates who have completed secondary vocational education in Yunnan Province but have not moved to Yunnan can apply for higher vocational colleges in Yunnan Province.

Eight, the college entrance examination qualification work to implement the responsibility management system.

All localities and relevant departments should strengthen the examination of candidates' qualifications, strictly follow the requirements of the Notice of the General Office of the Ministry of Education and the General Office of the Ministry of Public Security on Doing a Good Job in the Examination of Candidates' Qualifications in the National Unified Entrance Examination for Ordinary Colleges and Universities (No.3 of the Education Department [2005]/KLOC-0), focus on examining the original candidates' household registration and all kinds of supporting materials, and keep copies for future reference. Candidates who moved to Yunnan from outside the province, especially former students, should carefully fill out the Examination Form of Household Registration of Candidates from Other Provinces in accordance with the provisions of this article. After examination, the conclusion of "unable to apply for the exam", "agreed to apply for the exam" or "limited to report" was clearly made. After being signed and sealed by the county-level entrance examination institution, it shall be reported to the state (city) entrance examination institution for examination, and then to the provincial entrance examination institute for examination and filing. The list of candidates from other provinces to be registered must be posted in local middle schools by county-level entrance examination institutions for more than two weeks. It is strictly forbidden for schools to practise fraud in high school enrollment, and those who violate the regulations will be held accountable for school leaders and parties.

Students who study in Yunnan but do not meet the registration requirements should be informed by the school to return to the province where their original household registration is located to take the college entrance examination.
