"College Entrance Examination Migration" is a special phenomenon in higher education. As China has a vast territory, a large number of candidates, and there is a big gap in education level between regions, the policy of marking college entrance examination papers and delineating admission scores in various provinces, municipalities and autonomous regions is implemented. Some candidates take advantage of the differences in scores and admission rates of college entrance examinations in different places, and go to areas with relatively low scores and high admission rates to take exams by transferring schools or accounts, which is called "college entrance examination immigrants". Generally speaking, the immigration areas of college entrance examination immigrants are divided into three categories: one is the municipality directly under the central government with high economic level and low college entrance examination scores; the other is the eastern provinces with low economic level and low college entrance examination scores; and the third is the western regions with high altitude, low economic and cultural level and low college entrance examination scores, including northwest and southwest provinces. The Ministry of Education and the provincial recruitment offices have also taken various measures to curb the phenomenon of college entrance examination immigration, but the effect is limited.

The root cause of the problem of "college entrance examination immigrants" is the poor scores and different admission rates in the current college entrance examination admission system. The existence of a huge gap in admission scores has become a huge driving force for "college entrance examination immigrants".
