Municipal People's governments, Suizhong and Changtu County People's governments:

In order to do a good job in land expropriation, ensure the demand for construction land and safeguard the legitimate rights and interests of landless farmers, according to the Decision of the People's Government of Liaoning Province on canceling the adjustment of a number of administrative powers (Liao Fa Zheng [20 15] No.21) and the Notice on Carrying out the Comprehensive Land Price Adjustment in the Expropriated Area (Liao Guo Tu Zi Fa [20/KLOC-0)

First, the local comprehensive land price refers to the sum of agricultural land compensation fees and resettlement subsidies levied according to law. Construction land and unused land are adjusted according to the following coefficients: construction land1.0; Unused land 0.8. The compensation standard shall not be lowered when land acquisition is implemented.

Second, if there are attachments and young crops on the expropriated land, the owners of the attachments and young crops on the ground shall be compensated separately, and the compensation standards shall be formulated by the district and municipal governments in accordance with relevant regulations.

3. Expropriation of land contracted by families according to law, 80% of land-expropriated farmers and 20% of collective economic organizations in land acquisition compensation; Expropriation of land not contracted by collective economic organizations or contracted by other means, all of which belong to collective economic organizations in land acquisition compensation, shall be allocated or used by collective economic organizations according to law.

Four, according to the law to recover the state-owned farm land use rights compensation and employee placement in accordance with the relevant provisions of the "Ministry of land and resources, the Ministry of agriculture on strengthening the management of state-owned farm land use" (land and resources development [2008] No.202).

Five, large and medium-sized water conservancy and hydropower project construction land compensation standards and resettlement measures in accordance with the relevant provisions of the state.

Six, construction projects, geological exploration and other temporary use of collective land or state-owned agricultural land and unused land, according to the comprehensive land price 15% compensation every year.

Seven, before the implementation of the comprehensive land price in the newly requisitioned areas, the land that has been approved according to law or the land for construction projects that have been reported to the Ministry of Land and Resources for review shall still be implemented according to the original land acquisition compensation plan.

Eight, cities (counties) should be published in a variety of ways, strengthen policy propaganda and interpretation, properly solve the problems in the implementation, to ensure the smooth implementation of the new comprehensive land price.

Nine, according to the economic and social development, the regional comprehensive land price is adjusted once every three years in principle.

X. The new comprehensive land price of the expropriated area will be implemented from 2065438+65438+ 10 in 2006. In the past, if the compensation standard for land acquisition is inconsistent with this notice, this notice shall prevail.
