What does the "Professionals Scheme" in Hong Kong mean?

"quality migrant admission scheme" aims to attract talents from the Mainland and overseas to develop in Hong Kong. Under this scheme, applicants do not need to obtain employment from local companies in advance.

Select machine system

The first stage: basic capital lattice

Applicants who apply according to this scheme must first meet a set of "basic qualifications" requirements, and then they can get points according to one of the two scoring systems set by the scheme.

The second stage: scoring system

Applicants who meet the requirements of "basic qualification" can choose to take the form of "comprehensive scoring system" or "performance scoring system" for assessment. There are five scoring fields under the Comprehensive Scoring System and one scoring field under the Achievement Scoring System.

The comprehensive scoring system has a minimum score. Applicants who choose to score in the comprehensive scoring system should first evaluate whether their personal history has reached the lowest score before submitting their applications.

The third stage: select the process sequence

The selection process will be conducted regularly and applicants will be assigned names. In each selection process, applications that meet the "basic qualification" and get the lowest score under the "comprehensive scoring system" and those that meet the "basic qualification" and get the score under the "success scoring system" will be ranked according to the total score, and applications with higher scores will be selected for further evaluation. The Director of Immigration (hereinafter referred to as "Director of Immigration") may consult the Advisory Committee on how to plan the assessment, grading and allocation of names under this scheme. The Advisory Committee will be composed of official and unofficial members appointed by the Chief Executive of the Hong Kong Special Administrative Region. The Advisory Committee will discuss with the Director of Immigration how to allocate the names that can be allocated in each selection process, taking into account the economic needs of various social clubs in Hong Kong, the types of applicants and other relevant factors. Applicants with higher scores may not be allocated places. The results of each selection will be announced at the entrance of the website. Because the selection process takes a long time, unless the non-entry place sends a notice to the applicant concerned that his application has been rejected, the applicant can regard his application as being processed.

The fourth stage: the original rules are approved.

Applicants who are assigned names in the selection process will receive a "notice of approval of the original rules". After receiving this letter, the relevant applicant must come to Xianggang in person and show the originals of all the documents submitted during the application period to facilitate the inspection at the entry point. Applicants may come to Hong Kong as visitors to attend the above meetings. Applicants who are issued with the "Notice of Approval of the Original Rules" and do not take the initiative to guarantee the certificate will eventually be allowed to enter or stay in Hong Kong according to this plan.

Stage 5: Obtaining entry visa/entry permit.

After checking all documents at the entry point and completing all relevant application procedures, the successful applicant can obtain an entry visa/entry permit at Fanliuxiang Port according to this plan.
