Chapter 1 General Provisions

Article 2: This charter applies to the full-time general undergraduate enrollment of the Public Security University.

Chapter 3 Organizational Structure

Chapter 4 Enrollment Majors and Enrollment Plans
Article 10 Enrollment majors include:
(1) Public Security Majors and Professional Directions: Public Security Studies, Public Security Studies (Police Law Direction), Investigation Science, Public Security Information Science, Criminology, Public Security Management, Foreign Policing, Police Command and Tactics, Public Security Political Work, Criminal Science and Technology, Security Engineering, Traffic Management Engineering, Network Security and Law Enforcement , public security audio-visual technology.
(2) Non-public security majors: Law.
Article 11 The public security university’s public security major enrollment plan is prepared in accordance with the directional principle. Based on the needs of public security professionals trained by the school proposed by the public security departments (bureaus) of various provinces, autonomous regions, and municipalities directly under the Central Government in conjunction with relevant policy authorities, as well as the National Immigration Administration, and taking into account factors such as school operating conditions and student status over the years, the Public Security University compiles the The provincial (autonomous and municipal) enrollment source plans for employment in local public security organs and employment in immigration management departments will be appropriately tilted towards difficult and remote areas and areas with heavy counter-terrorism and stability maintenance tasks, and the national "Special Plan for Targeted Enrollment in Rural and Poverty-stricken Areas" will be fully implemented . Article 13 The Public Security University enrollment plan will be announced to the public by the provincial (autonomous and municipal) enrollment authorities after being reviewed by the school’s undergraduate enrollment leading group meeting and reported to the Ministry of Public Security and the Ministry of Education for review.
Chapter 5: Qualifications for applying for the public security major and requirements for inspection, interview, physical examination, and physical fitness assessment
Article 14. Candidates applying for the public security major of the Public Security University should meet the following qualifications :
(1) Have the nationality of the People’s Republic of China;
(2) Abide by the Constitution and laws of the People’s Republic of China;
(3) Love the motherland, love the people, love the Communist Party of China, and love the socialist system;

(6) Graduate from an ordinary senior high school;
(7) Aged between 16 years old and below 22 years old (born between September 1, 1998 and August 31, 2004), unmarried;

Article 15 Candidates applying for the public security major of the Public Security University must have a clear place of origin. The candidate’s place of origin shall be the place of residence where he or she took the college entrance examination.
Article 16 Candidates applying for the public security major of the Public Security University must participate in inspections, interviews, physical examinations and physical fitness tests organized by the political department of the provincial public security agency where the students come from. Applicants who fail to pass the inspection, interview, physical examination or physical fitness test will not be admitted.
Article 17 The items and standards for inspection shall be implemented with reference to the relevant regulations on the recruitment of people’s police officers by public security organs.
Article 18 The interview mainly identifies candidates’ suitability to receive public security education and engage in public security work from aspects such as motivation, verbal expression, and physical coordination.
Article 19 The items and standards of the physical examination shall be implemented with reference to the relevant regulations for the recruitment of people's police officers by public security organs. For details, please refer to the "General Standards for the Physical Examination for the Recruitment of Civil Servants (Trial)" (Ministry of Human Resources and Social Security [2016] No. 140 ), "Special Standards for Physical Examination for Civil Servant Recruitment (Trial)" (Ministry of Human Resources and Social Security [2010] No. 82). At the same time, the following conditions should also be met:
(1) Height: 170 cm and above for males, 160 cm and above for females.
(2) Weight: The body mass index (unit: kg/m2) of men is between 17.3 and 27.3, and that of women is between 17.1 and 25.7.
(3) Vision: The naked eye vision of any eye is 4.8 or above.
(4) Color vision: No color blindness or color weakness.

Article 20 The items and standards for physical fitness assessment shall be implemented in accordance with the relevant provisions of the "National Student Physical Health Standards (Revised in 2014)". The details are as follows:
(1) 50-meter run. Measurable times: 1 time, passing standard: men ≤9.2 seconds, women ≤10.4 seconds;
(2) Standing long jump. Measurable times: 3 times, qualifying standards: men ≥ 2.05 meters, women ≥ 1.5 meters;
(3) 1000-meter run (men)/800-meter run (women). Measurable times: 1 time, qualifying standard: men ≤ 4 minutes and 35 seconds, women ≤ 4 minutes and 36 seconds;
(4) Pull-ups (men)/sit-ups (women). Measurable times: 1 time, qualifying standard: men ≥ 9 times/min, women ≥ 25 times/min.
The Political Department of each provincial public security organ will select 3 or 4 of the above 4 items for evaluation as appropriate. If a total of ***4 items are assessed, and 3 or more of them meet the standard, the physical fitness assessment conclusion is qualified; if a total of ***3 items are assessed, and 2 or more of them meet the standard, the physical fitness assessment The evaluation conclusion is qualified.
Article 21 For provinces (autonomous regions, municipalities) that have carried out inspections, interviews, physical examinations and physical fitness tests before the college entrance examination, the items and standards for inspections, interviews, physical examinations and physical fitness tests shall be in accordance with the 2020 regulations of the province. The regulations promulgated by the (district or city) public security department (bureau) in conjunction with the education department and admissions examination institutions shall be implemented.
Chapter 6 Qualifications for applying for the law major
Article 22 Candidates applying for the law major of the Public Security University should meet the following qualifications:

(2) Abide by the Constitution and laws of the People’s Republic of China;
(3) Love the motherland and the people, Love the Communist Party of China and the socialist system;

Article 23 Candidates applying for the law major of the Public Security University are not required to participate in the inspection, interview, physical examination and physical fitness test organized by the political department of the provincial public security agency where the students come from as stipulated in Article 16 of this charter.
Chapter 7 Admission Rules
Article 24: For admission to all majors of the Public Security University, in provinces (autonomous regions and municipalities) that have not merged undergraduate admission batches, the first batch of undergraduate admissions will be implemented. The admission control score line shall be implemented; in provinces (autonomous regions and municipalities) that have merged undergraduate admission batches, the undergraduate admission control score line shall be implemented.
Admissions to the public security major are arranged in advance batches for undergraduate students. Candidates who are not admitted will not be affected by their admission to other colleges and universities in subsequent batches.
Admissions to the law major are arranged for the first batch of undergraduate students.
Article 25 The Public Security University determines the adjustment ratio according to the adjustment requirements for undergraduate admissions of the provincial (autonomous region, city) admissions and examination authorities. In provinces (autonomous regions and municipalities) that apply for voluntary filing in sequence, the adjustment ratio is controlled within 120%; in provinces (autonomous regions and municipalities) that apply for parallel voluntary filing, the adjustment ratio is 100%.
Article 26: For candidates entering the program, the Public Security University implements the “score first” admissions rule, admits and determines majors based on the candidates’ scores from high to low.
There is no major grade difference when determining majors. For candidates whose major aspirations cannot be satisfied, if they comply with the professional adjustment, the school will adjust the admission; if they do not comply with the professional adjustment, they will be withdrawn.
If there are insufficient students for the first application, volunteers will be solicited for the remaining programs. The rules for soliciting volunteers and determining majors are consistent with the provisions of the preceding paragraph.
Article 27 When the Public Security University is conducting admissions and determining majors, if the candidates have the same scores, the sorting rules for the same scores are as follows: Candidates in literature and history will compare their scores in Chinese, mathematics, comprehensive liberal arts and foreign languages ??in order; science and engineering candidates Candidates in the category compare the scores of mathematics, Chinese, comprehensive science and foreign language in turn; candidates in provinces (municipalities) that implement the comprehensive reform of the college entrance examination compare the total scores of the three subjects of Chinese, mathematics, foreign languages ??and elective exams in turn.
Article 28 When adjusting the schedule, the Public Security University will recognize the policy bonus points granted to candidates by the education authorities of each province (autonomous region, city) in accordance with the relevant regulations of the Ministry of Education. However, if the same candidate has multiple policy bonus points, only the highest one among them will be taken, and the bonus points shall not exceed 20 points (inclusive). The school will admit students based on their scores after adding points.
Article 29: Candidates applying for the foreign-related police major must have a foreign language score of 70% or above of the total score in a single foreign language subject.
Article 30 The admission rules for public security universities in provinces (municipalities) that implement the comprehensive reform of the college entrance examination and provinces (regions) that have special admission requirements are:

In the Inner Mongolia Autonomous Region, the admission rule of "within the 1:1 range of the enrollment plan, admission according to professional preferences" is implemented.
In Jiangsu Province, candidates’ academic proficiency test subjects must have a grade of AB or above (including AB), and the admission rule of “scores first, grade later” is implemented for candidates entering the program.
Article 31 Public Security University admissions shall be conducted via computer online remote admissions. The admission notice will be sent by express mail. The list of admitted candidates will be published on the school’s designated website.
Chapter 8 Review and Review
Article 32: The Public Security University shall carry out inspection review, file review and physical examination review within one month after the admission of public security major students in accordance with relevant regulations. . Chapter 9 Graduation and Employment
Article 33 The Public Security University will issue an ordinary undergraduate diploma from the People’s Public Security University of China to students who meet the graduation requirements of their major within the specified period of time. ; To students who meet the school's relevant regulations for degree awarding, a general higher education bachelor's degree certificate will be issued.
Article 34 According to the "Opinions on Strengthening the Recruitment of People's Police in Public Security Organs", "Opinions on the Reform of the Recruitment and Training System for Public Security Professionals in Public Security Colleges" and other documents, the public security major of the Public Security University Students who meet the graduation requirements and meet the qualifications for the People's Police Examination upon graduation can participate in the unified examination for police recruitment by the public security organs for graduates of public security majors in public security colleges. Among them, those who seek employment in local public security organs should in principle apply for positions in local public security organs; those who seek employment in the immigration management department are limited to applying for positions in the immigration management department.
Public security major graduates who pass the written test, interview, physical examination, physical fitness test and inspection of the unified examination for police recruitment, and are employed by local public security agencies, will in principle be employed by local public security agencies in the place of origin; for immigration management Those who are employed by departments will, in principle, be employed by the corresponding immigration management department in the place of origin.
Article 35 Law students are not allowed to participate in the unified examination for police recruitment held by the public security organs for graduates of public security majors in public security colleges.
Chapter 10 Supplementary Provisions

Article 37: Place of study for undergraduate students of Public Security University:

Article 38 Students majoring in public security at the Public Security University shall wear uniforms and student logos during school hours, and implement police-style management.
Law majors cannot transfer to the public security major while they are in school. They do not wear police uniforms. They wear uniforms and are managed in accordance with relevant school regulations.
Article 39: Public Security University has established a complete student financial aid system.
